Will the PRIME MINISTER be pleased to state:

(a) the steps taken by the Government to ensure that a divorced daughter of a Government servant is eligible to receive family pension;

(b) whether the family pension is admissible in case the daughter gets divorced after the death of both parents and if so, the details thereof;

(c) whether a daughter is eligible to receive family pension if she is widowed or divorced after the retirement of the Government servant; and

(d) if so, the details thereof?

ANSWER

(a) to (d): Department of Pension and Pensioners’ Welfare (DoPPW) has notified the Central Civil Service (Pension) Rules, 2021. Various provisions have been incorporated in these rules and in the Office Memorandum No. F. No.1/1(1)/2022-P&PW(E) dated 26.10.2022 issued subsequently to ensure that a divorced/widowed daughter of a deceased Government employee or pensioner covered under these rules gets family pension on her turn. The same provisions as described hereunder are provided under separate Rules for Railway and Defence employees and pensioners. In terms of these rules:

Where a deceased Government employee or pensioner is not survived by a spouse or son or daughter eligible for family pension or if they die or cease to fulfil the eligibility conditions for family pension prescribed in the above mentioned rules and there is no disabled child eligible to receive family pension, the family pension shall be granted or continued to be payable to an unmarried or widowed or divorced daughter beyond the age of twenty-five years for life or until she gets married or re-married or until she starts earning her livelihood, whichever is the earliest subject to the conditions like the unmarried or widowed or divorced daughter was dependent on her parent or parents when he or she or they were alive. Further, in the case of widowed daughter, death of her husband and in the case of divorced daughter, her divorce took place or the divorce proceedings filed in a competent court during the lifetime of the Government servant or pensioner or his or her spouse.

क्या प्रधानमंत्री यह बताने की कृपा करेंगे कि :

(सरकार द्वारा यह सुनिश्चित करने के लिए क्या कदम उठाए गए हैं कि सरकारी कर्मचारी की तलाकशुदा बेटी पारिवारिक पेंशन प्राप्त करने की पात्र हो;

(क्या माता-पिता दोनों की मृत्यु के बाद के तलाक की स्थिति में पारिवारिक पेंशन स्वीकार्य है और यदि हांतो तस्संबंधी ब्यौरा क्या है;

(क्या सरकारी कर्मचारी की सेवानिवृत्ति के बाद विधवा या तलाकशुदा होने पर बेटी पारिवारिक पेंशन प्राप्त करने की पात्र हैऔर

(यदि हांतो तत्संबंधी ब्यौरा क्या है?

(से (): पेंशन एवं पेंशनभोगी कल्याण विभाग ने केंद्रीय सिविल सेवा (पेंशननियम, 2021 को अधिसूचित किया है। इन नियमों में और बाद में जारी दिनांक 26.10.2022 के कार्यालय ज्ञापन संख्या एफसं. 1/1(1)/2022-पीएंडपीडब्ल्यू(में विभिन्न उपबंधों को शामिल किया गया है ताकि यह सुनिश्चित किया जा सके कि इन नियमों के अंतर्गत कवर किए गए मृतक सरकारी कर्मचारी या पेंशनभोगी की तलाकशुदा/विधवा पुत्री को उसके क्रमानुसार कुटंंब पेंशन मिले। इन उपबंधों के संदर्भ में जेसाकि नीचे वर्णित हैरेलवे और रक्षा कर्मचारियों तथा पेंशनभोगियों के लिए पृथक नियम बनाए गए हैं। इन नियमों के अनुसार:

जहां कुटंब पेंशन के लिएमृतक सरकारी कर्मचारी या पेंशनभोगी का कोई विधवा या विधुर अथवा पात्र पुत्र या पुत्री उत्तरजीवी ना हों अथवा उनकी मृत्यु हो जाए या उपरोक्त नियमों के अधीन कुट्ंब पेंशन के लिए पात्रता समाप्त हो जाए और कुटुंब पेंशन पाने के लिए कोई पात्र नि:शक्त बच्चा ना होतो पच्चीस वर्ष की आयु से अधिक किसी अविवाहित या विधवा या तलाकशुदा पुत्री को आजीवन अथवा उसका विवाह या पुनर्विवाह होने तक या उसके आजीविका उपार्जन प्रारंभ करने तकजो भी पहले होशर्तों के अध्यधीनजैसे अविवाहित या विधवा या तलाकशुदा पुत्री अपने पिता/माता अथवा माता-पिता पर आश्रित थी जब वह जीवित था/थी या वे जीवित थेकुट्ंब पेंशन अनुज्ञात होगी या कुट्ंब पेंशन का संदाय जारी रहेगा। इसके अतिरिक्तविधवा पुत्री की दशा में उसके पति की मृत्यु और तलाकशुदा पुत्री की दशा में उसका तलाक सरकारी कर्मचारी या पेंशनभोगी या उसके/उसकी पति/पत्‍नी के जीवित रहते हुए हुआ हो या तलाक की कार्यवाही सक्षम अदालत में चल रही हो।

OFFICE MEMORANDUM

Subject: Disbursement of salary/wages/pension to the Central Government Employees in the State of Maharashtra for the month of August, 2025 on account of Ganapati festival-reg.

In view of the ‘Ganapati’ festival, the Government has decided that the salary of all Central Government employees in the State of Maharashtra for the month of August 2025 may be drawn and disbursed by the Central Government offices (including Defence, Posts & Telecommunications) on 26th August 2025 (Tuesday).

2. The wages for August, 2025 of the industrial employees of Central Government serving in the State of Maharashtra may also be disbursed in advance on 26th August 2025

3. The pension for August, 2025 of all Central Government Pensioners in the State of Maharashtra may also be disbursed by Bank/PAOs on 26th August 2025.

 

4. The salary/wages/pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full month’s salary/wages/pension of each employee/pensioner is determined. The adjustment, if any, will be made without exception from the salary/wages/ pension of the month of August 2025.

5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Maharashtra for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Maharashtra for necessary action immediately.

GRANTS-IN-AID FOR THE YEAR 2025-2026 TO THE CENTRAL GOVERNMENT EMPLOYEES’ RESIDENTS WELFARE ASSOCIATIONS- SUBMISSION OF ACCOUNTS FOR THE YEAR 2024-2025: DOP&T ORDER DATED

Subject: Grants-in-aid for the year 2025-2026 to the Central Government Employees Residents Welfare Associations- Submission of Accounts for the year 2024-2025-regarding.

Sir/Madam,

The Department of Personnel & Training provides Grants-in-aid to the eligible recognized Residents Welfare Associations formed by the Central Government employees in residential colonies to enable them to meet a part of their expenditure on the welfare activities, programmes during the financial year. The recognized Central Government Employees Residents Welfare Associations eligible to receive grants-in-aid may send a request to this effect to this Department in the prescribed Proforma. (copy enclosed). The proposal seeking grants-in-aid shall be submitted with the recommendation of Area Welfare Officer who may ensure that the grant so allocated is spent by following due process and proper auditing of accounts is done.

 2. The recognized Central Government Employees Residents Welfare Associations are requested to send their request keeping in view the following guidelines:

a.            Central Government employees and employees of Lok Sabha, Rajya Sabha, Supreme Court, High Court, UPSC, Statutory and Autonomous bodies and Delhi Administration shall qualify for regular membership of an Association in respect of the grants-in-aid from the Department of Personnel & Training subject to fulfillment of conditions as laid in para (b) to (h) of clause 8(II)(2) of the O.M. No. 5/02/2018-Welfare dated 23.03.2021.

  1. Grants-in-aid admissible will be subject to an upper ceiling of Rs.10,000/- during a financial year.
  2. Consolidated accounts for the previous financial year may be provided in Annexure ‘A’ signed by the President, Secretary, Treasurer and Internal Auditor.
  3. A complete list of the members showing their names, residential address, official designation and address as on 31.03.2025 may be submitted as in Annexure ‘B’.
  4. All the vouchers relating to each head of expenditure as appearing in Annexure ‘A’ should be maintained by the Association, so as to verify the expenditure as and when needed.
  5. The Stock Register maintained by the Association as audited and certified by the Internal Auditor after physical verification should be maintained by the Association.
    The Department of Personnel & Training may verify the Stock Register as and when required. Similarly, the inventory of articles should also be maintained.
  6. A copy of the minutes of the General Body meeting wherein the accounts of the Association and other activities thereof for the previous year have been approved may be submitted (Annexure ‘K’).
  7. Utilization Certificate in respect of the grants-in-aid provided by this Department and information regarding assets acquired wholly or substantially funded from the grant may also be furnished as per proforma in Annexure ‘F’ and ‘G’ respectively. The Association who has not received grants-in-aid for the year 2023-24 and 2024-25 may submit Utilization Certificate for the previous year. However, the newly formed Associations need to submit Utilization Certificate indicating ‘Nil’ along with the Accounts for the year 2024-25.
  8. A report on the activities of the Association with reference to the Annual Action Plan as provided in Clause 7 of the Rules and Regulations framed under the Model Constitution may also be provided (Annexure ‘J’).
  9. A certificate regarding expenditure on Swachh Bharat Mission may also be provided (Annexure ‘L’).

 3. It may be noted that even if the Association is not keen to obtain further grants-in-aid from the Government, it shall have to render full and satisfactory accounts of the grants taken in the past.

4. CGERWAs are requested to send their request complete in all respect, in the prescribed proformas, to DoPT by 31.10.2025 for further necessary action in the matter. The requests received beyond prescribed date shall not be entertained.

Note: Incomplete Accounts for the year 2024-25, for receiving the grants-in-aid for the year 2025-26, will not be entertained by this Department.
