Postal banks effective globally: Nachiket Mor
Nachiket Mor, head of the Reserve Bank of India (RBI)’s committee on financial inclusion, on Thursday said the postal bank model had been a success globally. In a report by the committee, Mor had advocated differentiated banks and a new structure for priority sector lending
A former deputy managing director of ICICI Bank, Mor is also a member of an advisory committee under former RBI governor Bimal Jalan that is vetting the applications of 25 applicants for bank licences. The committee has been mandated to communicate its suggestions to the banking regulator.
While India Post has applied for a bank licence, there are differences within the government on whether the entity should be allowed to enter the sector. While the communications and information technology ministry is pushing the idea, the finance ministry is opposed to the move.
“I don’t want to comment anything about India Post. What I am saying is worldwide, postal banks have been very effective as payment banks,” Mor said at the sidelines of a seminar of financial inclusion.
The finance ministry is not keen on letting India Post convert itself into a bank, citing practical difficulties. This is despite the fact that about 90 per cent of its 155,000 post offices are located in villages. As of March 2013, postal savings stood at Rs 6.05 lakh crore, half the total deposits of State Bank of India, India’s largest lender.
Last week, Minister for Communications & Information Technology Kapil Sibal said his ministry would ensure India Post got a banking licence.
The Mor panel has recommended setting up two kind of banks — payment banks and wholesale ones. It emphasises the need to move away from the universal banking model in which a bank offers all financial products and services and has to meet all regulatory mandates and priority sector obligations to specialised banks in a differentiated bank licence framework.
“We need to be lot more flexible and not frown on collaborations. Let the regulator be a referee, and not a captain,” Mor said.
Several experts and industry players feel financial sector regulations are stiff, with high entry barriers, particularly for banking. While giving bank licences, RBI follows a conservative approach. For about a decade, no new players have been allowed into the sector.
In 2010, following a Budget announcement by former finance minister Pranab Mukherjee in this regard, a process to allow new banks into the sector was started. But four years since the announcement, bank aspirants are yet to be secure approval. Raghuram Rajan, who took charge as RBI chief in September 2013, has, however, expedited the process and is likely to announce the entry of new banks in the next few months.

Sub: Permission for treatment / investigations in
respect of CGHS beneficiaries availing treatment for Diabetes, Hypertension
& other Cardiac Diseases, Dialysis and Cancer.
The undersigned is directed to refer to the subject mentioned
above and to state that at present the CGHS beneficiaries undergoing treatment
for Diabetes, Hypertension & other Cardiac Diseases, Dialysis and Cancer
require repeated investigations / treatment procedures over a period of time
and as per the existing guidelines they are required to procure permission
every time to get the prescribed treatment / investigations done at CGHS empanelled
hospitals /diagnostic centres.
2. With a view to alleviate the inconvenience to CGHS
beneficiaries in obtaining the requisite permission(s) every time, this
Ministry has decided to permit issue of permission (referral) letters by
competent authorities with a validity of six months from the date of issue of
the original prescription for undergoing the prescribed treatment
/investigation procedures to be conducted at the prescribed intervals over a
period of six months as advised by a Government Specialist. The same permission
(referral) letter shall be valid for undergoing the prescribed treatment
procedures / investigations on multiple times during the six months, at
intervals as advised by the Government Specialist.

Battle lines for a showdown
of the Central Govt. Employees are drawn.
Confederation of Central Govt. Employees & Workers and National
Federation of Postal Employees (NFPE) had served notice for 48 hours strike on
2014 February 12th & 13th, to Cabinet Secretary and Secretary, Department
of Posts respectively on 21st January 2014 alongwith 15 point Charter of demands.
The demands raised by the
entire Central Govt. employees includes DA merger, Interim relief, Grant of
civil servant status and inclusion of GDS in 7th CPC, Regularisation and
revision of wages of casual labourers, Rescind PFRDA Act and scrap new Pension Scheme,
Date of effect of 7th CPC 01-01-2014 & Five year wage revision in future,
Fixation of minimum pay based on Need-based minimum wage formula worked out by
15th ILC and modified by Supreme Court later, settlement of anomalies,
Implementation of Arbitration awards, five promotions, cashless hassle free
medical facilities, Removal of restrictions on compassionate appointments,
removal of bonus ceiling, stop downsizing, outsourcing, contractorisation,
casualisation and privatisation, Filling up of vacant posts. Stop price rise
and strengthen public distribution system.
Right to strike, vacate victimisations and revive JCM forums are also
included in the charter.
The neo-liberal economic
policies pursued by the Central Govt. from 1991 onwards is threatening the very
existence of Central Govt. departments.
Many Govt. functions are already outsourced and some departments are at
the verge of closure. Eventhough Govt.
proclaim that there is no ban, six lakhs of vacant posts remain unfilled, out
of which three lakhs are in Railways.
Downsizing, contractorisation and privatisation has become the order of
the day. Exploitation of three lakhs Gramin Dak Sevaks of the Postal
department and casual labourers is still continuing. Hard-earned statutory Pension of the Govt.
employees has been snatched away and
share market oriented New Pension Scheme is introduced. Both the
congress-led UPA Govt. and BJP led Opposition NDA had joined together in the
Parliament to pass the PFRDA Bill.
Prices of all essential commodities has shooted up and grant of
permission by the Govt. to oil companies
to raise the prices of Petroleum products including Gas has further aggravated
the situation. Life of the workers and
common people has become miserable. To
compensate the price rise and to prevent further erosion in the real
wages. Govt. is not ready to grant DA
merger or interim relief. Entire
negotiating forums called JCM has become totally ineffective and defunct due to
the negative attitude of the Government.
General Election to
Parliament is going to be declared shortly.
Parliament is in session upto the second or third week of February 2014
only. Once election is declared, we
cannot expect any positive action from the Government till the end of
2014. Confederation has framed the
charter of demands in its National Council held at Mumbai in 2010 December 1st
& 2nd and submitted to Government in 2011.
Series of Nationwide campaign and agitational programmes has been
organised and a massive rally of about 20000 Central Govt. employees was
conducted in front of Parliament on 26th July 2012. As the Government remained indifferent one
day’s nation-wide strike was conducted on 12th December 2012 followed by two
days strike on February, 20, 21 along with the Central Trade Unions. Strike ballot for indefinite strike was also
declared in the month of August, 2013.
Due to the agitations conducted by
Confederation, Government was compelled to announce 7th Pay Commission
in September, 2013, of course, with an eye on the votes of the Central
Government Employees and Pensioners in the by-election to four states including
Delhi.
Now four months are over
since the announcement of the Prime Minister assuring constitution of Seventh
CPC. Till this day the notification
constituting the 7th CPC is not issued by the Government and the Chairman and
other committee members are also not appointed.
DA merger, Interim Relief and terms of reference are also pending. In fact, Government has fooled about 50 lakhs
Central Government employees including defence personnel and 40 lakhs Central
Government Pensioners. Nobody can
tolerate this type of humiliation.
We cannot expect any positive action
from the Government, unless and untill we organise ourselves in a decisive
manner and go for a strike action.
Central Government Employees have the potential to get their due rights
from an unwilling Government. For that
there is no short-cut. Unity and
struggle is the only way. 2014 February
12th & 13th 48 hour strike will be an outburst of resentment and anger of
the entire Central Government employees.
Let us unite together and make the 48 hours strike a show of our
uncompromising determination, courage and unity.
Some precautions and guidelines to Circle Secretaries/Divisional Secretaries about strike
1. Whether
All circulars issued by CHQ, NFPE, Confederation in both languages English and
Hindi are received or not? If not received copy from P3 CHQ website.
2. Based
on CHQ circulars whether circulars were issued by Circle Union/Divisional Union
in local language? If so please send copy to CHQ. If not please issue
immediately.
3. Whether
date for All India leaders meeting was fixed or not? If so whether the date was
informed to all India Leaders or not? If not inform immediately.
4.
Whether
posters were published or not? If not publish immediately.
5. Whether
Circle Union/Circle Office Bearers tour was planned or not? If not plan it now
itself.
6.
What
is strike position? Please inform Division wise. If there is any problem for cent percent strike in any Division,
the Circle Secretary must visit the Division and set right the things.
7.
Please
do not trust rumours. If any doubt please contact P3 CHQ, NFPE HQ.
8.
From
1st February 2014 hold demonstrations, gate meetings in front of
work spot to educate about strike demands. Every member should be contacted.
9.
Please
issue phampletes addressing the public to get their support.
10. If
any declaration asked by the Department, you have to mention “NFPE has given a call for 2 days strike on
February 12th & 13th, 2014. Being a member of NFPE I
shall participate in the strike ”
11. Please
do not bother about the threatenings by the Department.
12.From
5th February 2014 onwards every Divisional Secretary has to inform the
position day to day to Circle Secretary and every Circle Secretary has to
inform to CHQ and NFPE.
13.Please
take advice and assistance from local Central Trade unions, Employees unions
and middle class organisations during strike period.
14. Please
hold press conferences, issue press statements.
15. Please
hold a big procession on 11.02.2014.

Dear Comrades,
Once again, NFPE and
Confederation have taken the lead rising up to the occasion and have decided to
go for 2 days Nationwide Strike on 2014 February 12th and 13th.
All of you know that the
Government was compelled to declare 7th CPC only because of the
struggles conducted by NFPE and Confederation including 2012 July 26th
massive Parliament March and 12.12.2012 one day strike followed by 2 days
National strike on February 20th & 21st, 2013
alongwith Central Trade Unions. Government has not constituted the 7th
CPC till date and it is not ready to grant DA merger and interim relief.
Further the Postal Board has made it clear that GDS will not be included under
the purview of 7th CPC. Wage revision of casual labourers is long
pending. Government is not ready to review its decision to impose contributory
pension scheme on the employees joined service on or after 01.01.2004. Most of
the anomalies of 6th CPC including MACP anomalies are still pending.
It is needless to say that unless
and until we mobilize employees and go for Strike action Government will not be
ready to concede any of our demands. General Election is going to be declared
in the last week of February or first week of March 2014. Parliament will be in
session only upto 14th February 2014, it is reported. Once the
election is announced, we cannot expect any favourable decision from the Government.
Even after election, no decision can be expected within 6 months of assumption
of office by the new Government i.e till the end of December 2014.
Hence it is the right time to
strike. If we miss the bus now we cannot catch it again and we will be blamed
by the employees for our inaction. It is in this back ground NFPE &
Confederation has taken the decision to organize 2 days strike when the
Parliament is in session.
AIPEU Group ‘C’ is the biggest affiliate
of NFPE and it is our duty to ensure that 100% strike is organised in each and
every Circle/Division. We should take the lead to organize other sections of
the employees also especially Grameen Dak Sevaks. It is not known whether the
so called recognised GDS union will follow the decision of NFPE. It has not
given strike notice to secretary, Department of Posts during the 12th
December 2012 strike organised by NFPE and Confederation.
AIPEU GDS (NFPE), the newly
formed GDS Union of NFPE, has already decided to join in the strike and we are
sure that even if the so called recognised union is not ready to follow NFPE
and join the strike, GDS employees will definitely participate enmasse in this
strike under the banner of NFPE and AIPEU GDS (NFPE). GDS demands are also the
most important demands of the strike charter.
All of you are aware that NFPE
and AIPEU GDS (NFPE) has filed a writ petition in the Supreme Court for
implementation 1977 Supreme Court Judgment and grant of Civil Servant status
plus other benefits of regular employees to the GDS. The supreme court has directed
the Delhi High Court to consider the case and deliver judgment. The case came
up for hearing in the Delhi High court on 15.01.2014 and it posted for next hearing
on 07.05.2014.
Thus NFPE and AIPEU GDS (NFPE)
are sincerely fighting for the cause of GDS both organizationally and legally.
The circular issued by NFPE and
confederation are already sent to Circles/Divisions. I, on behalf of AIPEU
Group ‘C’ CHQ, make this special appeal to you to act swiftly and without
wasting a single minute. Please conduct intensive campaign in your Circle/Division
and make the strike 100% success. Issue
circulars with 15 point charter of demands in local language and circulate
among all employees without fail. FNPO has also decided to go for strike on
the same dates and on same demands and they will conduct their campaign
separately.
This is the time to prove your
ability as the leader of NFPE. This is the time to prove your capacity to
organize a successful Strike. Let us take it as a challenge and make this
strike a thundering success. History will remember only those who fight for the
cause of our fellow comrades.

the words of our great founder leader Com. Tarapada Mukherjee
“Take it from me, comrades, that
petitions and memorandums and supplications will count for nothing so long as we
do not organize ourselves in a manner to convince the Government ………… The
ground is ready, only some daring spirits are wanted to sow the seed and reap
abundant harvest”.

3. Campaign/Tour Programme of All India office bearers is enclosed herewith. Please contact the leaders over phone and arrange meetings not later than 7th February 2014.

1.
CHQ Office Bearers
should contact Circle Secretaries and fix the date of meeting immediately.
2.
Please
collect the Mobile numbers from General Secretaries (Mobile numbers will be
exhibited in website also sharply) Please check website.
3.
Campaign
Programme should be completed before 5.2.2014.
4.
All Circle
Secretaries should issue circulars in their local languages to their
Division/Branches to make the strike 100% success.
5.
Copy of the
circulars issued by the Circle Secretaries should be sent to their respective
CHQ and also NFPE HQ.
6.
Success of
the strike in each circle depends upon the initiative taken by the Circle Secretaries
and Circle Union office bearers. They should contact all Divisional/Branch
Secretaries and day-to-day monitoring should be done regarding the preparations
for the strike in each Division. If there is any weakness in any Division,
Circle Secretary should personally visit those divisions and ensure successful
strike.
