COM. ASHA BEN JOSHI JOINS AIPEU – GDS (NFPE)


Com. Asha Ben Joshi, Former All India Vice President & Circle Secretary of AIPEDEU Gujarat Circle has joined AIPEU-GDS (NFPE) along with the entire GDS membership. She is elected as the new Circle Secretary of AIPEU-GDS (NFPE) Gujarat Circle in the Circle Conference held at Jamnagar on 16.12.2012.

During the last eight months, since the formation of the new GDS Union 70 to 100% of the GDS membership and leadership in majority of the Circles have already joined the AIPEU-GDS (NFPE). They have participated in the 12th December Strike.

In the next membership verification AIPEU-GDs (NFPE) will definitely become the only recognized union of GDS. GDS employees have lost faith in the existing recognized union as it has lost credibility by repeatedly misguiding the employees. Anti-NFPE slogan is no longer going to work.

ALL INDIA CASUAL, PART TIME , CONTINGENT AND CONTRACT WORKERS FEDERATION HAS DECIDED TO CONDUCT ONE DAY  MASS HUNGER FAST IN FRONT OF DAK BHAWAN, NEW DELHI ON 19th  DECEMBER, 2012 DEMANDING IMMEDIATE REVISION OF WAGES WITH EFFECT FROM 1st  JANUARY, 2006 AND REGULARIZATION .

 NFPE ALL INDIA LEADERS WILL ALSO PARTICIPATE IN THE HUNGER FAST. = M. KRISHNAN, SECRETARY GENERAL, NFPE.

GUJARAT CIRCLE CONVENTION: AIPEU-GDS (NFPE)

Gujarat Circle Convention was been held on 16-12-2012 at Jamnagar. The GDS comrades attended from almost all Divsions of the Circle in the convention. 
Com.K. V. Sridharan, Leader, JCM Staffside & former General Secretary, AIPEU Gr.C., Com. R. N. Parashar, Asst. Secretary General, NFPE, Com. I. S. Dabas, General Secretary, AIPEU PM&Gr.D/MTS, Com. Balwinder Singh, Financial Secretary, Gr.C (CHQ)  attended and graced the Convention in a very delightful manner.
Com. Smt. Ashaben Jyothi unanimously elected as Circle Secretary of AIPEU-GDS(NFPE) and assured to form all Divisional / Branch Unions in the Circle at the earliest. 13 divisions are formed there itself in the Convention.
The CHQ conveys its heartfelt greetings and congratulations to all the Circle Office bearers and sincerely thanking all GDS Comrades and NFPE unions for their big share to GDS NFPE in Gujrat Circle.

Regarding GDS Bonus the propaganda made by Mahadevaiah group GDS union is TOTALLY FALSE.


Finance Ministry HAS NOT APPROVED the proposal for raising the GDS Bonus ceiling to Rs.3500 but returned the file without approval.
Mahadevaiah group flashed the false news on 10th December deliberately to sabotage the 12.12.12 united strike.
During their last fragmented strike also they have made such false propaganda saying strike is total in all Circles and 3500 order will be issued during the strike and thereafter before Pooja. ALL LIES. They are misguiding the GDS.  

Mahadevaiah’s GDS union has not served strike notice for 12th December strike  and given letter to the administration to take action against those who participated in the 12th December strike. Please see letter below=M. Krishnan, S.G., NFPE.

MINUTES OF THE MEETING HELD ON 21st NOVEMBER, 2012 REGARDING REVISION OF PPOs FOR PRE·2006 PENSIONERS / FAMILY PENSIONERS INCLUDING PRE·1990 PENSIONERS / FAMILY PENSIONERS

Reduction in Commission of PPF agents to make the Schemes more Investor Centric than Agent Centric


The recommendation of Shyamala Gopinath Committee regarding agents’ commission was to reduce commission of 0.5% on Senior Citizens Saving Scheme (SCSS) and 1% on Public Provident Fund (PPF) to zero, reduce 4% commission under Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) to 1% in a phased manner and to reduce 1% commission for all other schemes under Standardised Agency System (SAS) to 0.5%. The Government, after consulting all the stakeholders and the representations received, has decided to reduce the commission under PPF and SCSS to zero and under SAS to 0.5%. However, commission under MPKBY continues to be at 4% for the time being.

The main intention of these recommendations is to make these schemes more investor centric than agent centric.

Representations of Small Savings Agents’ Association from various states including Mumbai were received in the past. Taking into account large number of representations received from Small Savings Agent’s Associations, Members of Parliament, other dignitaries and others, the Government accepted most of the recommendations of the Committee.

This was stated by the Minister of State for Finance Shri Namo Narain Meena in a written reply to a question in the Rajya Sabha today.

The proposal relating to grant of training allowance @ of 15% of the basic pay to the trainers in WCTC has been taken up with the Department of Personnel and Training.

. The item was discussed and was not agreed to, as Postmasters cadre is distinct from IP cadre and Postmasters’ cadre has its own promotional hireachy.

Fixation of Norms for CRCs, EPP, Logistic and SPCs etc
It was explained that these are work study norms and have been fixed after detailed study.  However, Staff side may indicate the specific instance wherever there is a problem.  CPMG concerned will be addressed to strengthen manpower, if justified.

Stop privatization / out sourcing.
It was explained that there is no surplus staff.  Heads of Circles have been emphasized to outsource works with expertise as per the administrative exigency subject to Department having complete control over the operations, data, assets and security.  Further, regular vacancies are not filled through outsourcing.

Provide adequate Motor Vehicles for conveyance of mails / logistics etc., and fill up vacant posts in MMS.
(a)  It was informed that the proposal for replacement of 105 condemned vehicles has been taken up.
(b) Detailed instructions have been issued by the Directorate to all the Circles for filling up the vacant posts of Drivers.

Bottlenecks for efficient Delivery.
Norms for various items in respect of Postmen Establishment based on the intensive scientific work study conducted by IWSU were communicated to all the Circles in 2010.  Recently in July, 2012 also the revised norms have been circulated in which the time factor has been increased for less congested areas.  However, it was decided that DDG (Estt) will himself visit three representative  beats in Delhi and Haryana Circles to be intimated by the Staff side to assess the position

Regarding mis-utilization of PA (SBCO)

It was explained that the work of reconciliation of balances, settlement of OMs going on in the Circles has become mandatory.  However, role of SBCO will be redefined after introduction of CBS

Request for reevaluation of the issue of administrative control over SBCO staff.

Since India Post Technology project will have a major impact on SBCO functioning, it was explained that the status quo for the SBCO cadre will be maintained for the time being.

It was explained that the maintenance of duplicate ledgers of all schemes will be dispensed with once CBS is implemented.

All India Postal Admn. Officers’ Employees Union Gr. ‘D’
Fixation of pay of MTS (Gr.C officials) who were granted ACP-I and ACP-II upgradation prior to 01/01/2006.
It was informed that the issue is  currently  under examination in consultation with DoP&T.

Providing norms for BD, Technology, RTI oriented works and Project Arrow works done by the Co and ROs and arrangement for manning the BD section exclusively.
It was explained that it is not feasible to fix any work norms for RTI oriented works which is statutory in nature.  Further, no additional manpower can be provided for BD, Technology, Project Arrow and RTI oriented works.

Filling up vacant Posts in the cadre of PACO, holding DPC for LSG, HSG-II and HSG-I Grades.
It was explained that :-
(a)   Instructions have been issued to all Circles to ensure promotion / upgradation whenever it becomes due to them and also follow the calendar for holding the DPC meetings.
(b)     The revised RRs for PACO and PASBCO have been approved by the Secretary (Posts) and sent to Ministry of Law for vetting.  Once the revised RRs are notified, further process will start.
