UNION MINISTER DR JITENDRA LAUNCHES UNIQUE FACE RECOGNITION TECHNOLOGY FOR PENSIONERS, SAYS IT WILL BRING EASE OF LIVING FOR THE RETIRED AND ELDERLY CITIZENS

TECHNOLOGY TO BENEFIT 68 LAKH CENTRAL GOVERNMENT PENSIONERS AND CRORES OF PENSIONERS FROM EPFO AND STATE GOVERNMENTS: DR JITENDRA SINGH

Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today launched unique Face Recognition Technology for Pensioners and said, this will bring ease of living for the retired and the elderly citizens.

Dr Jitendra Singh said that Face Recognition Technique of giving Life Certificate is a historic and far reaching reform, since it will touch the lives of not only 68 lakh Central Government Pensioners but also Crores of Pensioners who fall outside the jurisdiction of this Department such as EPFO, State Government Pensioners etc. He thanked National Infomatics Center (NIC), the Ministry of Electronics & Information Technology as well as UIDAI (Unique Identification Authority of India) for devising this technology and making such an initiative of Department of Pension & Pensioners’ Welfare possible.

Dr Jitendra Singh said that the government headed by Prime Minister Narendra Modi has always sought "ease of living" for all sections of society including the retirees and pensioners who are the nation's assets with all their experience and long years of service rendered by them. He also reiterated that during the Corona pandemic too, the Department of Pension brought about several reforms for release of provisional pension/family pension.

The Minister said that the Department of Pension has been extensively using technology to achieve this end, be it introduction of Digital Life Certificate, introduction of intelligent common software “Bhavishya” for all Government of India Ministries for processing Pension cases. He said, the effort in issuing Electronic PPOs and pushing the same in Digi locker is a huge step towards Ease of Living and transparency. He said, the Department has also been bringing out e-booklets for Pensioner awareness and carrying out an Awareness campaign on Twitter, Facebook, Youtube, and other social media. The informative films on social media have become quite popular showing a record number of hits, he added.

Dr Jitendra Singh said, the Grievance redressal portal CPENGRAMS along with a Call-centre is another example of digitization. He said, at the behest of the Prime Minister, the Department also started a portal entitled “Anubhav” to show-case the experiences in Government of retiring officials which has now become a huge resource base for us. The Department not only introduced the concept of Pension Adalats but has leveraged technology to hold digital Adalats through video-conferencing.

Dr Jitendra Singh also informed that the Department of Pension had started the system of registering Pensioners’ Associations in different cities and with around 46 registered Associations in different cities, the Department has been able to strengthen its hands in being able to reach the grass-root level of the Pensioners for helping them as well as taking help from them in spreading awareness of the Pension Policy Reforms. He added that recently the Department brought out NPS Service-related Rules as well as Gratuity Rules for officials covered under NPS. The Minister hoped that the mammoth task of Review & Rationalisation of CCS (Pension) Rules, 1972 has reached the final stages and shall be released shortly.

डॉ. जितेंद्र सिंह ने कहा कि अपने जीवन का प्रमाणपत्र देने के लिए फेस रिकग्निशन टेक्नोलॉजी एक ऐतिहासिक और दूरगामी सुधार हैक्योंकि यह न केवल 68 लाख केंद्र सरकार के पेंशनभोगियों को बल्कि उन करोड़ों पेंशनभोगियों को भी सुविधा प्रदान करेगा जो इस विभाग के अधिकार क्षेत्र से बाहर आते हैं जैसे ईपीएफओराज्य सरकार के पेंशनभोगी आदि। उन्होंने पेंशन एवं पेंशनभोगी कल्याण विभाग के लिए इस प्रकार की तकनीक का निर्माण करने और इसे संभव बनाने के लिए इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय के साथ-साथ यूआईडीएआई (भारतीय विशिष्ट पहचान प्राधिकरण) को भी धन्यवाद दिया।

डॉ. जितेंद्र सिंह ने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी के नेतृत्व वाली सरकार ने हमेशा से ही सेवानिवृत्त और पेंशनभोगियों सहित समाज के सभी वर्गों के लिए 'ईज ऑफ लिविंगकी वकालत की हैजो अपने सभी प्रकार के अनुभवों और अपने द्वारा प्रदान की गई लंबे वर्षों की सेवा के साथ राष्ट्र की संपत्ति हैं। उन्होंने यह भी कहा कि पेंशन विभाग द्वारा कोरोना महामारी के दौरान भी तत्कालिक पेंशन/पारिवारिक पेंशन जारी करने की दिशा में कई प्रकार का सुधार किया गया है।

मंत्री ने कहा कि पेंशन विभाग द्वारा इस उद्देश्य की प्राप्ति के लिए प्रौद्योगिकी का व्यापक रूप से उपयोग किया जा रहा हैचाहे वह डिजिटल जीवन प्रमाणपत्र की शुरुआत हो या भारत सरकार के सभी मंत्रालयों में पेंशन मामलों को आगे बढ़ाने के लिए एक कुशल और सामान्य सॉफ्टवेयर भविष्य" की शुरुआत हो। उन्होंने कहा कि इलेक्ट्रॉनिक पीपीओ को जारी करने और डिजी लॉकर में इसे आगे बढ़ाने की कोशिश ईज ऑफ लिविंग और पारदर्शिता लाने की दिशा में एक बहुत बड़ा कदम है। उन्होंने कहा कि यह विभाग पेंशनभोगी जागरूकता के लिए ई-बुकलेट भी जारी कर रहा है और ट्विटरफेसबुकयूट्यूब और अन्य सोशल मीडिया पर जागरूकता अभियान भी चला रहा है। उन्होंने कहा कि सोशल मीडिया पर सूचनाप्रद फिल्में रिकॉर्ड संख्या में हिट दिखाते हुए बहुत ही ज्यादा लोकप्रिय हो चुकी है।

डॉ. जितेंद्र सिंह ने कहा कि शिकायत निवारण पोर्टल, सीपीईएनजीआरएएमएस के साथ कॉल सेंटर अपने आप में डिजिटलीकरण का एक अन्य बेहतरीन उदाहरण है। उन्होंने कहा कि प्रधानमंत्री के निर्देश पर विभाग ने सरकार के सेवानिवृत्त अधिकारियों के अनुभवों के बारे में जानकारी प्रदान करने के लिए "अनुभव" नामक एक पोर्टल की शुरूआत की है जो कि हमारे लिए अब संसाधन का एक बहुत बड़ा आधार बन चुका है। विभाग ने न केवल पेंशन अदालतों की अवधारणा को प्रस्तुत किया है बल्कि वीडियो-कॉन्फ्रेंसिंग के माध्यम से डिजिटल अदालतों को आयोजित करने के लिए प्रौद्योगिकी का भी लाभ उठाया है।

डॉ. जितेंद्र सिंह ने यह भी कहा कि पेंशन विभाग ने विभिन्न शहरों में पेंशनभोगी संघों को पंजीकृत करने की प्रणाली की शुरूआत की थी और विभिन्न शहरों में पंजीकृत किए गए लगभग 46 संघों के साथयह विभाग पेंशनभोगियों के बीच पेंशन नीति के लिएसुधार लाने के बारे में जागरूकता उत्पन्न करने के साथ-साथ पेंशन नीति सुधारों में उनकी सहायता प्राप्त करके अपने आपको मजबूत करने में सक्षम भी रहा है। उन्होंने कहा कि हाल ही में विभाग द्वारा एनपीएस सेवा से संबंधित नियमों के साथ-साथ एनपीएस के अंतर्गत आने वाले अधिकारियों के लिए ग्रेच्युटी का नियम भी लाया गया है। मंत्री ने आशा व्यक्त किया कि सीसीएस (पेंशन) नियम1972 की समीक्षा और युक्तिकरण का विशाल कार्य अंतिम चरण में पहुंच चुका है और जल्द से जल्द ही इसे जारी कर दिया जाएगा       एमजी/एएम/एके/सीएस   (Release ID: 1776213)

 67TH ANNIVERSARY OF THE FORMATION OF NATIONAL FEDERATION OF P & T EMPLOYEES (NFPTE)/ NFPE

 

24th November 2021 is the 67th Anniversary of the formation of National Federation of P & T Employees ( NFPTE), the mighty organisation which organised many historic struggles along with Confederation, raising the just and reasonable demands of Central govt employees.

NFPTE was formed in 1954 by merging all existing unions in  P&T Department. Unions in P&T were formed as early as the first decade of 20th century and organised many struggles in the first two decades and achieved important demands. Babu Tarapada Mukherjee, Henry Barton and V.G.Dalvi were the founding fathers of the three main unions. Some of these leaders also were part of formation of AITUC, the first Trade Union in the country. The epic 22 days struggle of P&T workers in 1946 in which the British rulers were compelled to concede all the demands raised, is considered as part of Independence Struggle.

Formation of NFPTE in 1954 and Confederation of CG Employees in 1956 gave a new life to the Central Govt Employees movement. The result was the magnificent strikes of 1960 and 1968 in which a number of comrades became martyrs for the cause of the working class. The main demands were need based minimum wage and DA according to cost of living index.

The second demand is achieved and struggles continue for the first. Of course, much improvement have taken place and the demand is now raised by the entire working class.

The heroic strike of 1974 was another mile stone. The railway workers were the real heroes who fought till the last. The strike was brutally suppressed by the government, but the demand of was achieved by 1979.

Comrades Dada Ghosh, O.P.Gupta,  K.G.Bose,P.S.R.Anjaneyulu, N.J.Iyer, K.Adinarayana and many others led the movement through those difficult times.

Consequent to bifurcation of P&T Department, NFPTE was bifurcated in to NFPE and NFTE in 1986. The history of both is also that of struggles, although vacillation took place sometimes.

Since 1991, both the UPA as well as NDA govts had aggressively taken the disastrous path of globalisation, privatisation and liberalisation causing more and more misery to the people. Public Sector Units are being privatised. The present Modi Govt has declared that ' business is not the business of the govt' and is selling the PSUs to corporates for a song. Rights of workers are being curtailed. Working class as well as Kisans are on struggles for existence. P&T workers are also part of this great struggle.

On this 67th anniversary of NFPTE we salute all those leaders and workers who lived and showed a dedicated and militant path for the future generations. Red Salute to those martyrs who sacrificed their valuable lives so that the future generations may live a better life.  V.A.N.Namboodiri

FROM 20th TO 21st NOVEMBER 2021

Central Working Committee Meeting of AIPEU Group ‘C’ was held at Puri (Odisha) from 20th to 21st November 2021.

 

Following was the agenda of CWC:

1.      Organizational Review

2.     Policy offensives & Sectional issues.

3.     Holding of Next All India Conferences

4.     Financial Review

5.     Any other item with the permission of Chair.

     CWC commenced with flag hoisting on 20th November 2021.

     National Flag was hoisted by Com. K. V. Sridharan, Ex-Secretary General, AIPEU Group ‘C’

     NFPE Flag was hoisted by Com. R. N. Parashar, Secretary General, Confederation & NFPE.

     P3 Flag was hoisted by Com. N. Subramanian, All India President, AIPEU Group ‘C’

     After that floral tribute was paid to all Martyrs and Comrades who lost their lives during this period by offering flowers on martyrs column, by all leaders, CWC members and comrades present there.

     A grand warm Welcome was given by Reception committee of Puri under leadership of Com. Rajesh Bohidar by presenting Shawls, garlands, flower badges and mementos to all Guests and CWC members.

     The CWC meeting started after paying homage to all Comrades, Trade union leaders, Political, social leaders and known and unknown persons who lost their lives due to pandemic Corona and other natural calamities.

     The agenda was approved by the house. Com. President asked General Secretary to initiate the discussion on agenda items.

1.        Organizational Review

General Secretary started that due to Corona pandemic union activities have been affected adversely for the last two years. But even then General Secretary remained at Head Quarter during the both waves of Corona and took up all the cases related to Corona and other matters and got so many orders issued from Directorate. We have been able to retain our membership in Circles and divisions despite so many odds and present political situation in which undue patronage is being given to one unrecognized union. The result of membership verification was declared in September 2019, so we have asked administration to continue upto 2024. We have got the trade union facilities extended upto December and 2021 and further upto March 2021 we have requested Directorate to extend for those unions who could not hold their Conference due to various reasons during this period of pandemic due to various restrictions imposed by Central and state Governments.

2.       Attacks on Unions and Sectional issues

Since 2014, attacks, dangers and onslaughts are being unleashed by the Govt. in various forms. First in the name of Scrutiny of Constitution, the administration tried to put restrictions but we have replied that whatever is acceptable will be accepted and the things which will adversely affect trade union functioning will not be accepted at all.

But the heaviest attack has come in the form of restricting the officials for holding two terms or Five years whichever is earlier and seeking permission under rule 15 of CCS (Conduct) Rules-1964 to hold union office bearers post. Directorate issued orders vide Dte. F. No. 18-01/2014-Sr dated 15th September 2021. We have opposed this order strongly as NFPE. We are fighting it organizationally and legally. We gave calls of agitations in phased manner.

P3 CHQ and Circle Union Tamilnadu filed one case in Madras High Court and got interim stay order. In this matter Com. K. V. Sridharan has done hard labour which requires every appreciation.

In Allahabad High Court also we have filed one case through Circle Secretary P4, Uttar Pradesh Circle and it is in hearing. Verdict is expected soon in this also.

3.     Policy offensives & Sectional issues

So many policy offensives in form of Dak Mitra, Common Service Centre, IPPB, Parcel Hubs, Nodal Delivery Centre, RTPN, Outsourcing in engaging Postmen and MTS are coming now a days.

We have decided to launch serious agitational programmes culminating into indefinite strike which will be finalized in Federal Executive of NFPE.

We will try to form PJCA with FNPO, but if they are not ready, NFPE will go alone.

4.      Holding of All India Conference

Keeping in view the present Crisis situation due to pandemic Corona, it is not possible to hold All India Conference like past. Still the restrictions on gathering have not been lifted by Central and State Governments. Therefore the AIC can be held with restricted presence. This time visitors can not be allowed at any cost and we would like to request all Circle, Divisional and Branch Secretaries to restrict the delegate participation in minimum required number so that the All India Conference can be held.

 We as NFPE have applied for further extension of trade union facilities upto 31st march 2022. Therefore the AIC may be held in March 2022. Punjab Circle has come forward to hold next AIC. Dates and Venue will be decided and intimated later.

 5.     Financial Review

The Financial position of CHQ is satisfactory. But some branches are not remitting due quota regularly and not clearing publication dues. Com. Naresh Gupta while presenting Financial requested to all Divisional and Branch Secretaries to clear Quota and other dues as early as possible. All circle Secretaries should issue directions to all Branches.

6.       Any other item with the permission of Chair

One case of election dispute of Tirupur Branch, Tamilnadu Circle was brought to the notice of CHQ. As per constitution this should be settled by Circle Union. So it is referred to Circle union and Circle Secretary, Tamilnadu has been requested to settle it under provisions of Constitution within reasonable time. If it is not settled at circle level then it will be settled in next Central Working Committee.

     All Circle Secretaries, CHQ Office Bearers and Women Committee members expressed their views on all subjects.

Com. K. V. Sridharan Ex-General Secretary also gave some guiding instructions while delivering his speech which were well taken by CHQ.

After threadbare discussion on all issues the following decision has been taken:

1.               To oppose strongly all attacks and offensives on trade union rights and in the form of policy offensives by launching serious agitational programmes culminating in to indefinite strike under banner of NFPE and PJCA for the following charter of Demands.

 

Charter of Demands:

      1.      Scrapping of NPS or grant of Minimum pension.

      2.     Drop the Proposal of Dak Mitra.

      3.     Withdraw 15/09/2021 orders curtailing trade union facilities.

      4.     Drop all outsourcing schemes including IPPB

      5.     Settle the Sectional demands of P3.

2.       Holding of All India Conference

After detailed discussion it was decided that this time All India Conference will be held in a restricted manner due to compulsions of restrictions during Corona pandemic period. Visitors will not be allowed this time. No concession to Visitors. If they come they will not be provided any access to stay and conference. So to avoid embarrassment please avoid participation of Visitors.

Further we request all Circle, Divisional & Branch Secretaries to restrict the number of delegates as minimum required.

Next All India Conference will be held in March-2022 in Punjab Circle

     The CWC was ended with shouting of revolutionary slogans.
