2. The above holiday is also being notified in exercise of the powers conferred by Section 25 of the Negotiable Instruments Act, 1881 (26 of 1881).
3. All Ministries/Departments of Government of India may bring the above decision to the notice of all concerned.

Dear Comrades! Confederation of Central Government Employees and Workers has given a call to stage spontaneous demonstrations either on the day the PFRDA Bill [Pension Fund regulaory and Development Bill] is tabled on the Parliament or the next day of its tabling. The PFRDA Bill is likely to be tabled any time after 15th April 2010 in the Parliament. The adoption of this bill will pave way for total privatisation of pension in future. The Government which could not bring this Bill during the first five year term due to dependence on left parties is now firm on bringing the bill. The danger has to be fought by all government employees to safeguard our social security.
 
The Circle Unions and Divisions / branches of NFPE are called upon to join hands with all other CG Employees and State Government employees to effectively launch the demonstrations on the day or the next day of tabling of the PFRDA Bill.
 
Also the Confederation has called upon us to launch protest demonstrations on 30th april demanding closed  holiday for May Day -
 
An all India CG Women Convention will be held in Kolkata - This will be preceded by Divisional level and State level CG Women Conventions.

NATIONAL ANOMALY COMMITTEE MEETING HELD TODAY

SECOND MEETING OF THE NATIONAL ANOMALY COMMITTEE IS HELD TODAY BY THE SECRETARY PERSONNEL

 
IMPORTANT HIGHLIGHTS:
 
A Committee separately will be constitued to go into all aspects of Modified ACP - Already after our discussions with the Confederation, the leaders of Confederation has taken up several important modifications required in the MACP Scheme within staff side and on the basis of the discussions today the issue was raised in the meeting of National Anomaly Committee - On the basis of the discussion only the Official Side agreed to constitute a separate Committee for considering all issues of MACP.
 
The issues of Pay parity for Senior existing employees on par with new entrants recruited on or after 1.1.2006 is still not clinched - The Railway Department order for stepping up of pay notwithstanding the issue would be further discussed for issue of a central order by the Department of Expenditure. The stand of the Official side that each and every department will separately write to MOF for sanction on this issue was contested by the Staff Side and a common order is to be issued by the Department of Expenditure.
 
On the issue of date of increment for all whose increment falls between february and June will be considered and a final decision would be taken before the next meeting of Anomaly Committee in June 2010.

                                    Sub: National Anomaly Committee meeting and decisions.

 

The 2nd meeting of the National Anomaly Committee was held today under the Chairmanship of  the Secretary Personnel.  The Confederation was represented by Com.Vyas, President and Com. K.K.N. Kutty, SecretaryGeneral.

 

The Chairman in his initial opening remarks said that it would be the endeavour of the Government to finalise the issues of anomaly as fast as possible.  Since there  had been difference in perception on certain issues, they had to be gone into in detail and would take time more than expected.  He said that the National Council meeting which was scheduled to take place last month had to be postponed for reasons beyond.  He added that the same has now been scheduled to take place in May,15,  2010 and the notices have been issued.  He expressed his happiness that the last meeting had been held in a very conducive atmosphere and hoped that all problems would be able to be settled through dialogue.  Since the Official side representing the Pension department had to attend another meeting, he suggested to discuss the issues pertaining to Pensioners first before the other issues are taken up.  The Staff Side agreed to this suggestion.

 

Com. Raghavaiah, Leader Staff Side while thanking the official side for convening the second meeting  thanked the Chairman for the assurance of a speedy settlement of the issues.  He hoped that the official side, having not circulated the Action Taken Statement on the issues discussed at the last meeting, would indicate of the progress registered on those issues.  He then dealt with various problems emanating from the implementation of the MACP.  While the MACP assures three financial up gradation for every employees, it has resulted in certain difficulties for the existing employees.  The liberalization that is stated to have been done to the Assured progression scheme, he said, has resulted in the de-liberalization in the case of certain employees. H expressed the hope that the official side would be ale to appreciate these problems and resolve them.

 

Com. Purohit thanked the Chairman for his statement of finding settlement to all problems through discussions.  He added that the JCM was in fact formulated for that purpose and it has worked very well, through there had been aberration in the past in the periodicity of meeting etc.  He said that the 6th CPC has treaded a path different than those of all other earlier Pay Commission, as they have introduced a new concept in the Pay structure of Central Government employees.  Initially the employees have only looked at the financial benefit but later they have realized that there had been certain basic changes effected.  He then reiterated his statement made at the last meeting over the definition of the term anomaly.  The understanding reached was to have the same definition for the term anomaly as was given at the time of setting up of the anomaly committee after the 5th CPC recommendation.  That was on the basis of an agreement reached between the Staff Side and the Group of Ministers.  Since the Government functions are mostly on the precedence, he was afraid that the present definition would be quoted in future too.  He, therefore wanted this fact to be properly recorded so that the present definition afforded to the term anomaly would not be a dilution of what it was earlier.  He then pointed out that while all allowance in general had been doubled by the 6th CPC for which there had been a specific recommendation, in some cases, the Commission had recommended for replacement of such allowances by another scheme viz. insurance etc.  The Insurance scheme has still not been introduced whereas the allowances were withdrawn.  He was of the opinion that these allowances must be continued till such time the alternative scheme is ushered after consultation with the Staff side and the same should be appropriately doubled.  He cited the issue pertaining to Patient care allowance and the risk allowance. He said that the insurance scheme envisaged would not be easy for being settled as many issues emanating there from will have to be discussed threadbare.

 

Regarding the issues emanating from the MACP scheme, he requested the Chairman, to set up a separately committee with a few from the official side and staff side where all issues could be discussed and then brought to the Committee for its final approval or rejection as the case may be  He also referred to the issue of merger of CCA with transport allowance and the repercussion especially in the matter of overtime emoluments of industrial workers.  He expressed the hope that the Committee would be able to address all issues and settle them in an amicable manner.

 

            The Chairman, in reply to the initial remarks made by the Leader and Secretary said that:          

(a)    Joint Committee may be set up for discussing the MACP related issues;

(b)   Reiterated his request that all problems and difficulties faced by the employees in implementation of the 6th CPC may be brought to the notice of the Department of Personnel and these could be addressed and placed on website of the Department, so that it could obviate reference to various nodal departments of the Government. The employees could be given the clarification on these issues.

 

Com. Vyas said that the proposed insurance scheme would not take care of the risk factor both of industrial workers and health workers, who are covered by the risk allowance and the patient care allowance.  These allowances ought to have been doubled, whereas the risk allowance has been totally stopped without introducing the insurance scheme and PCA has been continued but at old rates.  No assurance was forthcoming from the official side either on the continuation of the risk allowance or doubling the PCA, as the 6thCPC has suggested for the withdrawal of these allowances.   

 

The following issues were discussed, thereafter.

 

(I)                 Pension related issues. Agenda Item No. 8. Item closecd as having been settled in the last meeting.

(II)              Item No. 9. Anomaly in pension for Govt. employees retired/died between 1.1.2006 and 1.9.2008.  Having been permitted to opt which is beneficial i.e. last pay drawn or 10 months' average and full pension after 20 years, the matter stands settled.

(III)            Item No. 10 dropped as per the minutes of the last meeting.

(IV)           Item No. 15. The official side stated that this was not acceptable even though they had examined it on the basis of the detailed submission by the Staff Side.

(V)              Item No. 16.  (*) and 21

The official side stated that it would not be possible for them to concede the demand of the staff side as orders have been issued strictly in accordance with the recommendation of the 6th CPC, which the staff side contested. They also did not agree to extend the benefit of last pay drawn and full pension after 20 years qualifying service in respect of pre 2006 retirees.

(VI)           Item No. 17.(*).  The official side did not agree for the reasons they had stated against item No. 16

(VII)         Item No. 18. (*) This anomaly has been removed by allowing the last pay drawn as the basis of pension computation for those retired on and after 1.1.2006. 

(VIII)      Item No. 19 (*)The anomaly has been removed in the case of all those retired between 1.1.2006 and 1.9.2008 but did not agree to remove the anomaly in the case of persons retired prior to 1.1.2006

(IX)           Item No. 22.(*)  The issue stands settled by O.M. NO. 38/37/08-P& P W (A) Pt. I  dated 3rd October, 2008. clarification at Para 5.1.

(X)              Item No. 23.(*) The matter is under examination.  The Staff Side will submit a specific case for illustration of the issue. Relevant orders in similar matter after the 5th CPC recommendations were implemented will also be examined,

(XI)           Item No. 24(*) and 25 &26.( same issues) Not agreed. But clarificatory orders issued stating that no retrospective deduction should be made in respect of additional commuted value of pension. The reduction in pension must start from the date of payment of additional commuted value of pension.

(XII)         Item No.36.  After some detailed discussion, it was decided that the Office side would examine this issue further.  However, they have pointed out that the amount of Rs. 3500 fixed by them would automatically undergo change as when Dearness relief is grnted  the partents/dependents.  The Staff Side pointed out that every dependent or parent need not necessarily be a pensioner or a worker in the Govt. establishment or other institutions which pays periodical DA.

(XIII)      Item No. 40(*) not agreed.

(XIV)      Item No. 45(*) The issue is under Examination.

(XV)        Item No. 48. Restoration of commutation after 15 years.  After some discussions, it was agreed that the calculation made by the Staff Side would be examined and decision taken thereafter.

(XVI)      Item Nos. 54 to 59 have been transferred to the Committee, which has been set up by the Government of Puducherry and therefore stand deleted from the list of National Anomaly Committee.  The committee so set up ( as per the order given to the Staff side at the meeting) has only official side members.  The representatives of the Association have only been permitted to present their case before the said committee.  We are of the opinion that it should be a joint committee consisting of official side and staff side on the pattern on National Anomaly Committee.

(XVII)   Discussion on Action taken on items already subjected to discussion in the last meeting of the National Anomaly Committee.

(i)                  Item No. 1 to 4 and 5(iii) The Department of Expenditure after having looked into this matter as per the suggestion of the Chairman, in the last meeting, have stated that it was not possible to agree to the staff side demand.

(ii)                Item No. 5(i) Option. This is stated to be still under examination for delegation of power to the administering Ministry to allow the second option.

(iii)               Item No. 5(iv) The Staff Side pointed out the statement made by the JS(Per) which is incorporated in the minutes (as under)

"in case where a promotee and post 1.1.2006 direct recruits are borne on the same seniority list and the senior is drawing less basic pay,than the junior, the  pay of  the senior can be stepped up." The Staff Side pointed out that orders have been issued only in respect of Railways in this regard.  The Staff Side therefore, requested for issuance of an order by the Department of Expenditure to cover the employees of other Ministries/Department.  The Official Side however, insisted that such orders should only be issued by the concerned departments after obtaining necessary consent from the Department of Expenditure. It was pointed out by the Staff Side that the nodal department for issuance of such orders being the Department of Expenditure, the stand taken by the official side in the matter was not in order.  After some discussion it was agreed that the Department of Expenditure will examine this issue further and if orders are to be issued by them, they would do so before the next meeting or else would report their stand in the  matter to the next meeting. 

 

The issue  per se i.e. A person who is promoted cannot be fixed on pay less than the minimum of the pay scale was raised by the Staff Side further. Normally a directly recruited person to a post is given the minimum of the pay scale or pay band to which he is appointed.  The 6thCPC has recommended the minimum to which every directly recruited person was to be fixed.  That being so, a promotee under the extant fundamental rules cannot be fixed less than such prescribed minimum.  The Official side argued that the CCS(RSP) 2008 has modified the above provisions of FR for all time to come.  The Staff side stated that no rule can be amended unilaterally which would adversely affect the service conditions. It cannot therefore, be unilaterally implemented.    It will be further discussed in the next meeting.

 

(iv)     Item No. 5(v) Rule 9 Date of next increment. The preponement of increment in the case of those employees whose increment dates falls between 1.2.2006 to 1.6.2006 to 1.1.2006 in the pre- revised scale of pay as has been done in the case of persons whose increment date was on 1st January, 2006 would be considered further and decision taken before next meeting as a one time measure.

 

(v)     The Department of personnel has asked all administering Ministries to take up with them the matter of fixation of Grade pay at Rs. 1800 in the case of Temporary Status employees.  They have also informed that wherever such reference has been received the same has been disposed of.. The organizations are, therefore,  requested to take up the issue with the Heads of departments and ensure that a reference is made to the Department of Personnel so that the temporary status employees are imparted training and granted Rs. 1800 Grade pay with effect from 1.1.2006

 

(vi)     Item No. 47(*)  This issue was discussed at length. The problem of postponement of increment by one year in respect of persons availing extra ordinary leave on private affairs even for a day between 1st January and 30th June was highlighted by the Staff Side.  The Official side explained that the clarification issued by them to the Ministry of Defence was on the basis of the extant instructions in the matter .After some discussion, the staff side proposed that if an employees has completed six months service during a particular year, he should be entitled to get his increment on Ist July.  The Official side has agreed to consider this proposal and after such consideration they will issue appropriate orders before next meeting.

 

The next meeting of the Anomaly Committee would be in the month of June, 2010.

The 6th All India Conference of AIPEDEU held at Amritsar [Punjab] has unanimously elected a team of office bearers headed by Comrade D.N.Giri as CHQ President; Comrades Rajangam and Murukan as Working Presidents;  Comrade S.S.Mahadevaiah as General Secretary; and Comrade R.P.Diwakar as CHQ Treasurer. P3 CHQ extends a warm welcome to all the newly elected office bearers and assures all cooperation to them in advancing the cause of three lakhs of GDS for building a common platform of struggle.
 
General Secretary P3 CHQ attended the 6th AIC of AIPEDEU and emphasised the importance and urgency of building a stronger and united movement of GDS and Regular employees.  
 
The AIC resolved to build a united movement under the banner of Postal JCA for sorting out the problems created by the implementation of GDS Committee and other important issues like downgradation of GDS SOs, Tightening of Work Norms for BPMs etc and for winning the status and pension for the GDS.

POSTAL BANK PLAN TAKES OFF WITH BID FOR FEASIBILITY STUDY

NEW DELHI: The government has formally kick-started the process for setting up a specialised banking services subsidiary under the department of post, a move which will take commercial banking services to all parts of the country.
The government has invited a tender for a detailed time-bound feasibility study for setting up the Post Bank of India (PBI), a proposed banking services arm of the department of posts. “The process has been initiated to design a detailed road map on establishment of the PBI,” an official in the ministry of communications and IT said, requesting anonymity. The department has already invited applications for request for proposal (RFP) from consulting firms to prepare the road map. The idea to set up PBI was first mooted in 2005 wherein a committee had suggested setting it up as a subsidiary commercial bank of the department of posts. As per the proposal, PBI would provide customer-friendly products and services and take commercial banking services to all parts of rural India.

The proposal to set up the PBI is an step towards expanding the government’s overall objective of financial inclusion, the official added. India Post has 39,173 post offices in rural areas and 15,862 post offices in urban areas.

The study will look into the specific areas of service delivery by the proposed PBI and will delve into the possibility of clubbing its services together with the already existing Post Office Small Savings Schemes. The total number of accounts with post offices has increased from 14.23 crore in 2003-04 to 20.50 crore in 2008-09, with over 8,000 post offices already been computerised
.

EX- SERVICEMEN HOLD PROTES, DEMAND EQUAL PENSION

New Delhi: - Around 1000 retired defence personnel on Sunday staged a protest here demanding “equal pension for each rank” and collected their gallantry medals for returning them to the government.

Ex-servicemen from all the three defence forces held the protest at Jantar Mantar.

They would also submit a memorandum to President Pratibha Patil and Prime Minister Manmohan Singh, one of the organizers said.

The main demand is that irrespective of the date on which a soldier retired, he or she should get the same pension.

“It is a shame for the country that solders have to return their gallantry awards and meritorious medals and come to the streets for redressing their grievances”, they said, - PTI-

NOW, FLEXI-HOURS IN HOME MINISTRY

It is time for flexi-hours in the office of the Union Home Ministry.
In yet another initiative that comes close on the heels of introducing the biometric system of attendance last year, the Ministry has allowed its employees to attend to their social obligations or visit a doctor so long as they put in 40 hours of work in a week.

A maximum relaxation of two hours would be granted to the employees if they ensure 40-hour work schedule in the week.

“In exceptional cases like consultation with doctors in Central Government Health Services, hospitals, attending social obligations, late arrival in the morning, early departure in afternoon up to two hours (maximum) will be allowed subject to the conditions that prior intimation or approval of the immediate supervising officer has been obtained”, Home Secretary G. K. Pillai said in an order.

The arrangement comes in the wake of two representations made to Home Minister P. Chidambaram on November 19 last and March 3. The Minister had then assured the employees of working out a solution and subsequently asked the Home Secretary to issue an order, sources in the Ministry said.

The duration of late arrival or early departure is to be compensated by devoting extra hours of work so as to ensure that the 40 hours work schedule for the entire week is maintained, the order said.

Late coming between 15 and 30 minutes can be relaxed keeping in view transport problems, traffic congestion in the city or any other unforeseen eventuality subject to the condition that the duration of late arrival is compensated by sitting late in the evening, preferably the same day or any other day of the week, according to the order.

The biometric system of attendance was introduced in the Ministry in September last. It monitored the hours of work and employee had put in. Working hours of the Ministry are from 9 a.m. to 5.30 p.m. daily, five days a week, with a lunch-break of half-an-hour.

AUSTERITY MEASURES MAY END BY MARCH 31

With the economy showing signs of improvement, the government’s austerity measures may come to end on March 31, when the order to cut down expenditure in Ministries and departments expires.
If it happens, it is sure to bring smiles back on the faces of Ministers and senior bureaucrats, who have been travelling economy class on their official visits in the country or abroad.
The office Memorandum, issued by the Finance Ministry in September last, was valid for the fiscal 2009-10 and would cease to be in operation from April 1 unless the Ministry issues a fresh order extending it.

The memorandum was aimed at cutting down expenditure in government departments in the wake of additional burden on the exchequer owing to the monsoon failure, galloping inflation and the economic crisis.
It said, “In view of the current fiscal situation and that arising out of insufficient rain in large parts of the country, and the consequent pressure on government’s resources, there is need for further economy and rationalization of expenditure.”
The order was applicable to every government department, but Ministers were specifically asked not to fly business class but by economy class.
The message was also sought to be driven home by Congress MP Rahul Gandhi. He travelled by superfast Shatabdi trains on some of his visits.
Some of the union Ministers had raised objections to the austerity drive but fell in line as Finance Minister Pranab Mukherjee insisted that the order be strictly followed.
Informed sources said that a few Ministers were learnt to have raised the issue again at a Cabinet meeting last month held to approve the Union budget but were told to wait till March-end.
They were told that the government could re-think on austerity measures as the economic situation was showing signs of improvement and industrial growth was also picking up.

REVISION OF PENSION TO PRE-2006 PENSIONERS

Department of Pensions and Pensioners Welfare issued clarificatory orders on Revision of Pension to Pre-2006 Pensioners
 
Demands were raised for extending the benefit of higher pay granted by the 6th CPC from 1.1.2006 to the Pre-2006 Pensioners also for fixing the quantum of pension under 4.2 of the OM dated 1.9.2008 [as clarified from time to time] - But the demand is rejected by the Government now.

 
The current clarificatory Orders says that the fixation of pension will be subject to the provision that the revised pension, in no case, shall be lower than fifty percent of the minimum of the pay in the pay band plus the grade pay corresponding to the pre-revised pay scale from which the pensioner had retired. This clearly means that wherever there had been grant of higher pay scale by the 6th CPC to a particular cadre in which the pensioner had retired before 1.1.2006, then the pensioner would not be awarded.

LTC TRAVEL BY AIR - CLARIFICATORY ORDERS BY DOPT

GOVERNMENT HAD EARLIER IN THE MONTH OF JULY 2009 ISSUED ORDERS RESTRICTING ALL KINDS OF AIR TRAVEL INCLUDING LTC ONLY BY AIR INDIA
 
NOW DOPT ISSUED CLARIFICATORY ORDERS THAT THE ABOVE RESTRICTION IS NOT APPLICABLE TO OFFICIALS WHO ARE NOT ENTITLED TO AIR TRAVEL BUT WHO TRAVEL BY AIR AND CLAIM ONLY PERMITTED CLASS OF TRAIN FARE
 
This clarification provides the advantage for the officials who are normally not entitled to travel by Air to prefer LTC claim for the entitled class of Train Fare after travelling in any airliner either Air India or Private because the "Only Air India" condition no more applicable to such officials.

Cabinet Secretary has stated "Integrity, honesty, objectivity, impartiality, transparancy, accountability and devotion to duty are the core values which civil servants should cherish and which should form an integral part of our decisions and actions".

Cabinet Secretary also emphasised that corruption should be addressed squarely and fairly - and - Preventive Vigilance to be strengthened.

Cabinet Secretary has underlined that transparancy must be introuduced in the decision making and in all our systems - Will the Postal Board accept this direction of the Cabinet Secretary and will function with transparancy in its decision making process? Will it come forward to involve the Staff Side also on important issues before taking decisions in a transparant manner instead of rushing with implementations unilaterally and without any transparancy that led to the story in Maharashtra involving a high officer in large scale corruption?

DoP ORDERS FOR NOT TO FORCE SPMs TO OCCUPY STAFF QUARTERS IN POSTAL COLONIES

Department of Posts issued orders today to all Chief PMsG not to force the Sub-Postmasters posted in TSOs to occupy Postal Staff Quarters in Postal Colonies
 
This issue was taken up by our CHQ and now It has been clearly directed that only in the event of the TSO having a post attached rent free quarters the incumbent is mandatorily accept the quarters and even if the incumbent is unabto occupy rent free quarters, no HRA can be drawn for the officials.

I am directed to intimate that instances have come to the notice of the Directorate that the officials posted as Sub-Postmasters in Town Sub Offices are being forced to occupy the staff quarters in the Postal Colony without actually applying for the same.
 
2. In this connection instruction/guidelines issued by this Directorate vide letter No.7-6/99-Bldg. (copy enclosed) dated 10/11/07.2000 on the subject mentioned above may kindly be referred to. As per the extant orders no Government accommodation can be thrust upon any Government Employee against his willingness and in the absence of a written request for allotment of a quarter from the employee. However, it is mandatory for the employee to occupy the post attached rent free accommodation wherever available. In such cases no HRA can be drawn in favour of the employee even if he is unable to occupy the rent free quarter.
 
3. It is, therefore, requested that the instructions/guidelines on the subject may kinldy be followed strictly.

HOLD DEMONSTRATIONS AT THE CALL OF THE CONFEDERATION ON 10.03.2010

Confederation of Central Government Employees & Workers has issued a Call for
Nationwide Demonstrations on 10.03.2010
 
Demonstrations are against the 'Introduction of Pension Fund Regulatory and Development Authority Bill' and 'New Tax Code' by the Government in the current Budget Session of Parliament. Demonstration is also against the Price Rise.
 
If the PFRDA Bill is adopted then the future of all Central Government Employees will become unsafe - The Government may subsequently order inclusion of all existing Government Employoees also under the Act and make the Contributory Pension Scheme compulsory for one and all. The total Privatisation of Pension will lead to a disaster of lives of millions of Government Employees. It is time to voice our protest so loudly that the law makers of the Parliament understand our concerns.
 
The New Tax Code is attacking even the lowest paid employees while extending concessions to upper wage earning brackets. We demand re-introduction of Standard Deductions and upward ceiling revision of non-taxable income.
 
The Price rise goes unchecked and whatever cushion we, the CG Employees got due to implementation of 6th CPC recommendations is fastly disappearing. We cannot against such a steep and unprecedented price rise. The current budget proposals of petrol and diesel  price hike and increase of Excise Duties will further push up the prices of all essential commodities.
 
Confederation of CG Employees has called upon for a protest demonstration all over India on 10.03.2010 for the above three issues.
 
NFPE & P3 CHQ Calls upon its rank and file Circles / Divisions / Branches to implement the call of the Confederation without fail.

DOPT ISSUED ORDERS ON FIXATION OF PAY UNDER FR-35

 
Under FR-35 the Government can fix the pay of the Officiating Government Employees at an amount less that admissible under FR.
 
After the implementation of 6th CPC this has not been done so far and the issue was taken up by the Staff Side also - Now the DOPT has issued orders specifying the Pay to be fixed under FR-35 to different Officials.

History

International Women's Day first emerged from the activities of labour movements at the turn of the twentieth century in North America and across Europe.

1909: The first National Woman's Day was observed in the United States on 28 February. The Socialist Party of America designated this day in honour of the 1908 garment workers' strike in New York, where women protested against working conditions.

1910: The Socialist International, meeting in Copenhagen, established a Women's Day, international in character, to honour the movement for women's rights and to build support for achieving universal suffrage for women. The proposal was greeted with unanimous approval by the conference of over 100 women from 17 countries, which included the first three women elected to the Finnish Parliament. No fixed date was selected for the observance.

1911: As a result of the Copenhagen initiative, International Women's Day was marked for the first time (19 March) in Austria, Denmark, Germany and Switzerland, where more than one million women and men attended rallies. In addition to the right to vote and to hold public office, they demanded women's rights to work, to vocational training and to an end to discrimination on the job.

1913-1914: International Women's Day also became a mechanism for protesting World War I. As part of the peace movement, Russian women observed their first International Women's Day on the last Sunday in February. Elsewhere in Europe, on or around 8 March of the following year, women held rallies either to protest the war or to express solidarity with other activists.

1917: Against the backdrop of the war, women in Russia again chose to protest and strike for 'Bread and Peace' on the last Sunday in February (which fell on 8 March on the Gregorian calendar). Four days later, the Czar abdicated and the provisional Government granted women the right to vote.

Since those early years, International Women's Day has assumed a new global dimension for women in developed and developing countries alike. The growing international women's movement, which has been strengthened by four global United Nations women's conferences, has helped make the commemoration a rallying point to build support for women's rights and participation in the political and economic arenas. Increasingly, International Women's Day is a time to reflect on progress made, to call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities.

This year 2010, the Indian Parliament is likely to pass the women 's reservation bill during the current session itself to ensure one third positions in all elected democratic bodies like Parliament, State legislature etc. This would be a revolutionary step in arming the women who are subjugated in general.

 

The Trade Union Movement itself has to remind itself of the tasks with regard to special problems of women. We should demand liberalisation of the conditions set by the Government that are making the availing of the Child Care Leave a difficult task. We should ensure formation anti-sexual harassment committees at all levels including field levels to safeguard the women employees from harassment in work spots.

 

Confederation of CG Employees has called upon to organise meetings – seminars – convention of women employees. Therefore let us take the task seriously and organise seminars of women employees of Postal in all places during the current year. At least one women employees seminar or convention shall take place in each division jointly by all NFPE Unions  during 2010.
