EDITORIAL - BHARTIYA POST, MAY 2013


Seventh Pay Commission
Get ready for indefinite strike

            The demand for setting up of the Seventh Central Pay Commission (CPC), five year wage revision, merger of 50% DA with Pay was first raised by the Confederation of Central Govt. Employees and workers, of which National Federation of Postal Employees is a major affiliate. At that time, in 2010, no other Central Govt. Employees organisation including Railways and Defence raised this demand. Phased programme of action and campaign was organised throughout the country. The justification for the next CPC was also well explained to the rank and file membership with well founded facts and figures. The demand catched the  imagination  of the workers, cutting across union affiliation by and large they are convinced that the injustices done by the Sixth CPC can be undone only by setting up another pay commission. The erosion in wages due to the unprecedented price rise is very much felt by each and every employee. Further the demand of five year wage revision and the discrimination in wage revision between public sector employees and Central Govt employees is not at all acceptable to the employees.
            It is in this background, the confederation has decided to step up the campaign and to organise a massive Parliament March on 26th July 2012 before the parliament, to exhibit before the highest forum of democracy that the entire employees are restive and any delay in setting up of the 7th CPC is not at all justified. The largest participation of Central Govt. employees of about more than 20000 in the Parliament March, has proved beyond doubt that the pay commission cannot be delayed any further. In that Parliament March a call for nation wide one day Strike on 12th December 2012 was given by Confederation.
            Hectic campaign was unleashed throughout the length and breadth of the country for making the 12th December strike a thundering success. The fact that confederation alone is organising a strike exclusively on CG demands after 1968, has given added importance to the struggle. Finally when the strike took place on 12th December, it became one of the biggest strike of CG employees with the participation from every section, surpassing the estimation of the leadership.
            It is at this stage only, the leadership of other Central Govt organisations are convinced that it is high time to demand the setting up of the 7th CPC. Only because of the sustained and determined effort made by the Confederation, such a situation has emerged. In the meantime, all the Central Trade Unions including INTUC, BMS, AITUC, CITU, HMS etc. has also submitted a memorandum to the Finance Minister setting of 7th  CPC in the 2013 budget itself. And now the biggest Railway Federation (AIRF) and Defence employees Federation (AIDEF) has come forward for a joint programme of action on the two major demands of the CG Employees, viz. Setting up of 7th CPC and scrapping the PFRDA Bill. A joint call is given by AIRF, AIDEF and confederation to organise nation wide protest demonstration, rallies etc on 29th April 2013 and also for sending telegrams to Prime Minister.
            Thus, now the Govt cannot any longer delay or deny the demand for setting up of 7th CPC. If the Govt still deny the demand, there is only one alternative left before the employees, i.e. indefinite strike. Let us start mobilising the workers now onwards, so that we can jump into action, if situation warrants.

Union Cabinet today approved the proposal to increase dearness allowance (DA) to 80 per cent, from existing 72 per cent, benefiting about 50 lakh employees and 30 lakh pensioners of the central government.The hike would be effective from January 1, 2013 and the employees and pensioners will be entitled to arrears.

ECI to strike deal with Department of Posts


The Election Commission of India (ECI) has decided to enter into an agreement with the Department of Posts for timely delivery of postal ballot to over 3.37 lakh personnel, including 37,000 in the defence, enabling them to exercise their franchise.
Chief Electoral Officer Karnataka Anil Kumar Jha said that there is a process of sending ballot papers to defence personnel 48 hours after the last date of withdrawal of candidates. He said that that the ballot papers would be given to over three lakh employees of state and Union governments, who would be deployed for poll works during the second and final round of electoral training. “The ballot papers supplied to defence personnel have to be certified by the respective unit officers under whom they are posted,” he said. The ballot papers which will have to be returned to their respective returning officers before the day of counting.
Two envelopes would be posted to the defence personnel. One will include a ballot paper for casting the vote while the other is for certifying it by the unit officers. Meanwhile, the ECI has applied brakes on the state Legislative Assembly secretariat for recruiting several posts, including that of Junior Assistant and D group.
The ECI had also reportedly stalled the disbursement of financial assistance from the CM’s Fund for medical relief.

Mumbai gets its first Mahila Dak Ghar

The first Mahila Dak Ghar – a post office entirely operated by women staff was inaugurated today by Ms. P Gopinath, Secretary, Post and Chairperson, Postal Services Board, Government of India, in Mumbai. 

This Post Office is located at New Customs House on the Shaheed Bhagat Singh Road in the busy office area of South Mumbai,  in close proximity of the Collectorate, Old Customs House, Asiatic Library and RBI.

The office, which will be open from 10 am to 6 pm, offers both traditional and modern postal services like booking of all registered and speed post articles, e-Money Order, Western Union Money Transfer, e-payment of utility bills of MTNL, BEST And Mahanagar Gas Ltd, besides the Post Office Savings Bank transactions.

As of now, 12 female employees will run the Mahila Dak Ghar, headed by a Senior Superintendent of Posts.

Currently, the Maharashtra Postal Circle has a total staff strength of 26,468, out of which 5,008 are women. “As a mark of respect to the women of Maharashtra, we decided to launch the first Mahila Dak Ghar in this circle in Mumbai “ said Col. K C Mishra, Chief Post Master General, Maharashtra and Goa Circle.

Earlier this year, on the occasion of the International Women’s Day on March 8, Union Minister for Communication & IT, Kapil Sibal had inaugurated the first all-women post office in the country in New Delhi.

At the time, Mr Sibal had announced that more such offices would be opened in the country, especially in the metro cities. The new office in Mumbai is part of the same initiative.

Gezette Notification prescribing Disciplinary Authorities to Postmaster Cadre officials

There is a good news for around 200 million post office saving bank (POSB) account holders. 

The Department of Posts (DOP) has launched a project to provide account holders with ATM facility. Under the project, all post offices throughout the country will be connected through an
 IT network.

Besides, account holders will also be able to avail Internet banking facilities.
“We will connect the network of 1.55 lakh post offices that includes 1.2 lakh in rural areas,” said Kavery Banerjee, member, technology, postal services board. “Our central data centre is ready and vendors are developing customised banking service solutions.”
POSB operates small savings schemes on behalf of the ministry of finance and has over 260 million account holders, out of which about 200 million are saving and recurring deposit account holders. Total outstanding balance under all accounts in the POSB stood at around Rs.3,96,664 crore as on March 2012.
At present, an account holder has to go to a post office during office hours to withdraw money. Moreover, there is no facility of electronic transfer of money to a third-party account.
“Once customers are provided with the ATM facility, they will be able to withdraw money from any ATM, including that provided by banks,” said Banerjee.
Customers will, however, have to wait for more than a year to avail the ATM facility. POSB will start implementing core banking solution in limited number of post offices by the end of this year. Next year, it will be implemented in large number of post offices once the system is perfect.
For rural post offices, the department will provide handheld devices that will enable one to perform all banking operations.

DBT funds in post offices soon


Racing against time to make the ambitious Direct Benefits Transfer (DBT) visibly effective before the 2014 general elections, the government will bring money transaction through post offices under the DBT ambit. This desperate move is aimed as a remedy to banks opening accounts of DBT beneficiaries at snail’s pace.
Ahead of the Prime Minister’s review meeting with key ministers, the government announced that post offices will also be included from October 1 while three pension schemes — for old age persons, widows and the disabled — would now be covered under DBT from July 1. The list would also include districts where the beneficiaries’ biometrics were collected under the National Population Register (NPR). They include Odisha, West Bengal, UP, Uttarakhand, Bihar and Chhattisgarh.
Several complaints had poured in after the scheme was launched from January 1 about the problems of the banks to open zero-balance accounts of the beneficiaries, especially in rural areas.
The government also targets to expand the DBT to cover 78 more districts in the next phase of the DBT rollout which will begin from July 1.
To plug the loopholes, PM’s focus will be on digitisation of databases and opening of more bank accounts. “There will be a thrust on digitisation of data of beneficiaries in all districts, irrespective of the rollout of DBT as this is a critical activity which need not wait and can be done in parallel,” said a press release.

“The department of financial services will be asked to ensure coverage of all beneficiaries with bank accounts. It will ensure that all Micro-ATMs that are procured will have specifications such that they are inter-operable and are Aadhaar enabled,” the release added.

Aftermath of the AIC
My sincere thanks to all of you for making the 29th AIC a historic success on every aspects. It has given abundant hope and inspiration to carry out the spirit further in mitigating all the issues and further advancement of Postal workers.

In the AIC, we have received more than 300 chits containing various issues, suggestions and we have noted everything for further action. We could not reply individually. The problems to be taken at Directorate level have already been taken and details will be published in the ensuring Bhartiya Post.

Let us assure that we will ensure all out efforts to mitigate the issues and leave no stone unturned in our efforts.

Federation News
(i)     The Postal JCA has submitted a detailed memorandum consisting of all the common issues to the Secretary Posts on 01.04.2013 and the copy of the same is exhibited in our web site. Please download.
(ii)   The 9th Federal Council is scheduled to be held in Hyderabad from 09.06.2013 to 12.06.2013.
(iii) The Confederation National Council is to be held at Kolkata from 04.05.2013 to 06.05.2013.
(iv)  The Eastern Zone study camp is to be held at Guwahati on 27.04.2013 to 28.04.2013. The programme has been finalized and exhibited in the Website.

Enrolment of new Membership – 30.04.2013 Last date
All of you know very well that the last date for enrolment of new members, Change over etc is 30th April of every year and we should be active in this month. There are many new entrants joined the Department after our sincere efforts and serious action.

All the Divisional/Branch Secretaries are requested to approach each and every new comrades and enroll them as our members. This is the paramount and prime task. A detailed report about the enrolment of new members shall be sent to CHQ positively in the first week of May 2013. The membership form (Letter of Authorisation) is enclosed herewith for your ready reference. There is no need that the form should bear the signature of Director (SR).

Assist GDS (NFPE) Union
Further, all Branch/Divisional Secretaries are requested to form our AIPEU GDS (NFPE) Union at their level and assist them by all means to enroll more membership to the newly formed NFPE GDS Union. Reverification of membership may come at any time. Let us be ready from now itself. Further all our Branch Secretaries are requested to cooperate and assist the GDS leadership in withdrawal of membership from the old union before 30.04.2013.

Assist SBCO (NFPE) Union
Similarly, all the Branch/Divisional Secretaries are requested to bestow their kind attention in organizing more membership to the SBCO association affiliated with NFPE. It is our prime duty to nurture the SBCO Association who were earlier the members of our organisation. Please do the best in assisting the SBCO Association in forming/enrolling more membership before 30.04.2013.
