Filling up of Residual Vacancies

Dear Comrades,

The CHQ is happy of announce that the Directorate has already issued a detailed letter addressed to all the Circle Heads, vide Directorate number DG (P) Cir. Lr. No. 60-5/2007-SPB-I dated 15-05-20007, in connection with "Filling up of Residual Vacancies" in PA cadre in all the circles.

You are perhaps well aware that as per the latest Recruitment Rules of PA / SA cadre, 50% of the total vacancies in a year are to be filled up by way of Direct Recruitment and the remaining 50% vacancies are required to be filled up Departmental Examination held for Lower Grade Officials (LGOs), failing which the unfilled vacancies are offered to the Gramin Dak Sevaks (formerly ED agents) subject to their fulfilling the prescribed age and educational qualifications. It may so happen that adequate numbers of LGOs may not pass the examination and also that sufficient number of eligible GDS may not become available. It is to be noted that as per the Recruitment Rules, if the vacancies remain unfilled by the GDS, such residual vacancies of PA / SA cadre (in Departmental Quota only) are required to be filled up by subsequent Direct Recruitment from open market candidates in the next / subsequent year.

Furthermore, the Optimisation of Direct Recruitment to Civil Posts, ordered vide Department of Personnel & Training's O.M. dated 16-05-2001 is applicable to only Direct Recruitment portion of vacancies. The unfilled Promotion Quota vacancies, i.e., the Residual Vacancies will not in anyway come under the purview of Screening Committee or the Annual Direct Recruitment Plans even if these are subsequently required to be filled up by direct recruitment.

Comrades, it is happy to note that all such Residual unfilled Promotion Quota Vacancies, as detailed in Para supra, since 2000-2001 to 2005-2006 are to be filled up now in consequent upon issuance of the order under reference from the Postal Directorate.

It is therefore requested to pay vigilant attention on the subject matter under reference and furnish detailed statistical information to the CHQ, as per the annexed proforma, as early as possible from the date of receipt of this communication positively.

N.B. --- CHQ Office Bearers and Circle Secretaries should take utmost care to ascertain as to whether the vacancies meant for Departmental Quota of a particular year were subsequently amalgamated with the outsider quota vacancies of the subsequent year and whether the same was simultaneously forwarded to Screening Committee erroneously or filled up according to the Recruitment Rules.

commarade, the work done to search out the residual vaccancy is admirrable . But at present in W.B Circle it has been ordered to fill up the residual vacancies from GDS Staff who have minimum percentage of marks (Academic 10+2) of last open market candidate which has led confusion.
But as per previous rules the GDS candidate should have 10% less percantage of marks then last open market candidate in all four components . Please publish the latest rulling.
