Sub: - Opening of separate
counters for IPPB in Post offices.
Sir,
It has been brought to our notice
that separate counters for the work of IPPB are being opened in Post offices.
Whenever any discussion took
place, the Postal Administration had stated that the IPPB will function
separately. To manage the work, many officials have been taken on deputation
from PA Cadre working in Post offices and having experience of at least two
years in SB branches.
Now almost the separate branches
of IPPB have been established in all Head Post offices, encroaching the prime
location, mainly the premises of S.B. Counters.
But now it is being told that the
IPPB office will work as back up office and will not do any counter or
operational work. The entire operational work will be got done by the Postal
Staff by opening separate counters.
As you are well aware that there
is acute shortage of staff particularly in PA cadre in all Post offices. The post
offices up to triple hand have been converted in to single hand. More premium
services like Aadhar, Pass Port and others have been introduced.
After implementation of CBS, now
CSI is being implemented, which is creating more troubles to the staff.
In single handed Post offices, it
is very difficult to manage all the affairs single handedly.
In CBS at least two persons are required
keeping in view the theory of maker & checker.
Recently orders have been issued to
establish separate Parcel hubs under PNOP scheme, in which also staff will be
deployed from Post offices.
If the work of IPPB is required
to be done by the Postal staff then the following suggestions are given for you
consideration.
1.
Fill up all vacant posts of PA Cadre.
2.
Convert all single handed Post offices in to
double hand.
3.
Provide adequate infrastructure.
4.
Revert back the Postal Staff taken on
deputation.
It is therefore requested to
kindly cause suitable action in this regard.
