Sub: - Counting of training period for financial upgradation under TBOP/ BCR – regarding

A kind attention is invited to the Directorate letter No.44-2/2011 – SPB II dated 7.2.2018 wherein it is clarified under (ii) that it has been mentioned in the order dated 5.5.2016 that the induction training under taken by the PAs (Direct Recruitee) working in operative offices, prior to 1986 will be counted for TBOP/ BCR scheme only. From this it is evident that all the direct recruit Postal Assistants are eligible to count their training period for the purpose of TBOP and BCR.

But it is constrained to note that the said orders have not been implemented in any divisions and the officials are being asked to furnish the training order and the appointment order at this juncture which have not been available with most of the staff recruited prior to 1986.

In accordance with the standard Directorate orders that the training period of the direct recruits were fixed as 75 days theoretical training and 15 days practical training since 1972. This has been continued till 2008 and there was no deviation in the training days. Since the TBOP & BCR have abolished from 2008 and all are brought under the MACP scheme, the training period for all the officials covered under the TBOP/BCR scheme would have been 90 days only. There is no chance of violation in the number of days in the training as per standard rules for training.

The benefits of the orders could not be reached many due to insistence of the appointment or training orders from the respective officials. If the number of days of training is taken as 90 days uniformly for all without insisting any orders, the benefits will reach all the entitled officials.

It is therefore requested to kindly cause suitable orders to all the concerned to take 90 days as their training period for the purpose of TBOP and BCR to all the officials entitled as per this orders.
