CORRIGENDUM/ADDENDUM
Dear Comrades,
Please refer to Confederation Circular No. 22 dated 18.02.2015. In 2nd Page under the heading – National JCA struggle programme”, please add the following sub para (c) and read as follows:
(a) State level joint conventions, wherever, it is not yet held, should be completed without any further delay.
(b) On 2nd March 2015 Dharnas and Demonstrations should be held in front of all District Collector offices and hand over memorandum to the collector. (draft memorandum will be exhibited in website) District level Action Committees may also be formed to spear head the agitational programmes.
(c) Massive rallies should be held between 23.03.2015 to 11.04.2015 at every state capital of India and memorandum will be submitted to Governer of every state.
3. In the Parliament March on 28.04.2015 each organisation should ensure maximum participation of their members.
4. Press conferences may be held at all levels and Posters, leaflets printed and circulated widely.

GRAMIN DAK SEVAKS –
REVISION OF WAGES AND SERVICE CONDITIONS SHOULD BE INCLUDED IN 7TH
CPC
WE DON’T WANT SEPARATE
COMMITTEE
JOIN INDEFINITE STRIKE FROM 2015 MAY 6TH
In the discussion held on 05.02.2015 with the Postal Joint
Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) and NUGDS), Secretary,
Department of Posts has assured that the demand for inclusion of GDS under 7th
CPC will again be referred to the Government by the Postal Board. If all the
Postal Federations and Unions/Associations join together and go for an
indefinite strike from May 6th as decided by the PJCA, Government
will be compelled to include GDS under 7th CPC.
But the
recognised GDS Union is demanding separate committee and conducting separate strike,
breaking the unity of five lakhs Postal employees. Separate strike for a separate
committee will weaken the demand for grant of civil servant status to GDS and
will help the Government only.
When NFPE, FNPO, AIPEU-GDS (NFPE), NUGDS, Confederation of
Central Government Employees & Workers, JCM National Council staff side
including Railways & Defence are demanding inclusion of GDS under 7th
CPC, why recognised GDS Union alone is demanding separate committee and
conducting separate strike. Gramin Dak Sevaks should understand the hidden
agenda of the recognised GDS union and defeat the demand for separate Committee.
All Gramin Dak Sevaks are requested to join the joint
indefinite strike of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS
(NFPE) & NUGDS) from 2015 May 6th. Our demand is inclusion of
GDS in 7th CPC and grant of civil servant status. We don’t want a separate
committee..

GDS COURT CASE – UPDATE
Delhi High Court has directed Central
Administrative Tribunal, Principal Bench, New Delhi to list the GDS case filed
by NFPE & AIPEU – GDS (NFPE) for next hearing on 18th March
2015. The High Court also directed that the file of this case should be made available
to the Registrar, Central Administrative Tribunal on the above date fixed by
High Court.

Comrades,
Staff Side PJCA meeting was held at NFPE Office, North Avenue Post
Office Building, New Delhi-110 001 on 04th February,2015 under the
Presidentship of Com. D. Theagarajan Secretary General FNPO. All General
Secretaries of NFPE, FNPO and GDS Unions participated in the meeting.
The
following decisions were taken in the meeting:
1.
Formation of PJCA at all Circles:
Reviewed
the position of formation of Circle JCA. PJCA has been formed in some Circles
and in some circles it is functioning well. The Circles in which the PJCA is
not functioning, it should be formed by the respective CHQ leaders..All Circle
Secretaries should also take it seriously and inform the CHQ and Federation
after formation. This work should be completed before 15th February,
2015.
2. Strategy was decided
for the meeting to be held with Secretary Post at Dak Bhawan, New Delhi on
05.02.2015.
MEETING OF
PJCA LEADERS WITH SECRETARY POST
Meeting
of PJCA leaders was held with Secretary (Post) and other higher officers of
Postal Board. Though Secretary (Post) gave positive assurances on most of the
issues and also assured that Deptt. Is not going to implement recommendations
of Task Force Committee report and there will be no corporatization and
Privatization of Deptt. and before implementation of any new scheme it will be
discussed with unions and after getting the consent of unions it will be
implemented. Secretary (Post) also agreed to refer again the case of GDS wage
revision and other service conditions to Government of India for inclusion in
the 7th CPC. She also assured to finalize the Cadre
restructuring proposal of all Cadres before 30th April-2015.
Though Secretary (Post) has given many of the positive assurances but keeping
in mind the style of functioning and political and economic policies of Central
Government we cannot believe as they are implementing all Globlization and
privatization policies very intensively in all the sectors and mostly employees
of all sectors are agitated and moving on path of agitation.
Therefore, we appeal to all Leaders and entire rank and file to get ready for
struggle and observe the following programme of action in a phased manner on 40
points Charter of Demand:
1, Formation of JCA at
all levels before 15th February, 2015.
2. Dharna infront of
Divisional Offices on 20th February, 2015.
3. Dharna infront of
Regional offices on 27th February, 2015.
4. Dharna infront of
Circle Offices on 2nd March, 2015.
5. Dharna by all India
Leaders at Directorate, New Delhi on 15th April, 2015.
6. Indefinite Strike
from 06th May-2015.

COM. S. K. VYAS JI IS NO MORE
Com. S. K. Vyas Ji, the legendary leader of Central Government employees and Pensioners is no more. He passed away at about 08:20 PM on 13th February 2015 at a Jaipur (Rajasthan) hospital, where he was admitted a few days back after a massive heart attack. He was recovering, but all of a sudden, the situation worsened and he passed away. He was 85 years. His funeral took place at Jodhpur, his native place, on 14th February 2015.
Com. Vyasji was the Secretary General of the Confederation of Central Government Employees & Workers for forty years from 1967 to 2006. He was the President and Secretary General of All India Audit & Accounts Association for a long time. He continued as an Advisor of the Confederation and also as the General Secretary of National Coordination Committee of Pensioners (NCCP) and Bharat Central Pensioners Confederation (BCPC) till death.
Com. Vyas Ji has lead various struggles and strike actions of the Central Government Employees and was in the forefront of the leadership which organised the first strike action of the Central Government Employees after Independence, in the year 1960. Com. Vyas was jailed and dismissed from service. He played an important role in rallying the Central Government employees alongwith the striking Railway employees in the year 1974. He was an able and uncompromising negotiator with the Government in the JCM National Council and standing committee. He was responsible for many of the benefits and allowances enjoyed by the Central Government employees. The cost indexation of wages was earned by the Government employees through the sustained struggles and efforts in 1960s under his leadership. The Confederation of Central Government Employees & workers representing 1.5 million civil servants was in the forefront of the incessant struggles and strike actions organised by the Indian working class against the neo-liberal economic policies of the Government. Com. Vyas Ji’s vision and ideological clarity has made the Confederation, part and parcel of the mainstream of the working class movement of India.
Com. Vyasji was the friend, Philosopher, guide and everything for the Central Government employees movement. In the more than six decades long trade union life, Com. Vyasji endeared himself to every section of the Central Government employees. His death is an irreparable and irreplaceable loss to us. He was a great leader, symbol of simplicity, a gem of a person and a leader who is down to earth. Extremely polite, kind hearted and compassionate. One of the finest human being, tallest leader, a gentle mentor and a legend.
The National Secretariat of the Confederation bows its head down before the memory of the legendary leader and dips our flag paying tearful tribute to this valiat fighter of the Trade Union movement. While paying homage to this stalwart, we extend our heartfelt condolences to his bereaved family members and also to the entire Central Government employees fraternity.
He is in our hearts! His memories will be forever with us! His long saga of struggle for the cause of the employees and workers will inspire the generations to come.

NATIONAL JCA STRUGGLE PROGRAMME – 30 LAKHS CENTRAL GOVERNMENT EMPLOYEES ARE GOING AHEAD WITH THE INTENSIVE CAMPAIGN AND PREPERATIONS FOR AN INDEFINITE STRIKE
As already decided by the 11th December 2014 Delhi National Convention of the JCM National Council staff side organisations, intensive campaign and preperations are going on in full swing all over India to make the proposed Parliament March of April 28th and the indefinite strike a historic success. The meeting of the National Joint Council of Action (NJCA) held at New Delhi on 16.02.2015 reviewed the preperations and took the following decisions.
(a) State level joint conventions, wherever it is not yet held, should be completed without any further delay.

CONFEDERATION NATIONAL SECRETARIAT DECISIONS
The extended National Secretariat of the Confederation was held at New Delhi on 17.02.2015 and took the following decisions.
1. In the Parliament March, minimum 30000 employees should participate representing the Confederation. They should participate with banners, flags and play cards of each affiliated orgnanisation of Confederation.

2. The National Secretariat decided to conduct two days Women’s Workshop at Hyderabad in the month of September 2015. The COC Andhra/Telangana state has agreed to host the two-days camp. Delegate fee will be decided later. Maximum 150 lady delegates from all states will participate in the workshop. Number of lady delegates of Andhra/Telangana can be decided by the COC separately. Affiliated organsiations, COCs and Women’s committee members of confederation should start the preliminary work to ensure maximum participation of lady comrades in the two days workshop. Quota for each organizations/COC, delegate fee, dates and venue of the workshop etc will be intimated separately.
3. National Secretariat decided to call upon all affiliated organisations and COCs to observe 2015 March 8th as “INTERNATIONAL WOMEN’S DAY” in a most befitting manner either separately under the banner of Confederation or jointly with other women organizations. The theme of this year International Women’s Day is – “MAKE IT HAPPEN”.
