The Department of posts has clarified categorically vide its letter No. 14/8/85 – PAP dt. 15.06.08) that the calculation of daily rate wages should be based on the emoluments divided by the number of days in the month of employment. The minimum is entitled as per the wages prevailing to these categories.

As such, there is no need to seek clarifications further and the pay can be drawn on the basis of R. P> Rules for outsiders, RRR candidates etc. the copy of the Dte letter dt. 15.06.87 is reproduced hereunder for the notice of all.

APPOINTMET OF UN-APPROVED CANDIDATES IN SHORT TERM VACANCIES IN THE GATE OF POSTMAN, ETC. AND CALCULATION OF DAILY WAGES

I am directed to say that the question of payment for working/weekly off days to the unapproved candidates engaged in short term vacancies, has been engaging the attention of the Department for some time past. It is clarified that the unapproved candidates employed in leave vacancy on daily wage basis  for a specified period will be entitled to a paid weekly off, if they are on duty continuously of the six preceding days. For purposes of calculation of the daily rate wages, the emoluments may be divided by the number of days in the month of employment and due amount calculated in accordance with the under noted formula:

Emoluments based on minimum of the scale (excl. HRA & CCA) X Number of actual working days
Number of days in the month.

This issues with the concurrence of Finance advice (Postal) Vide their Dy No. 2257/FAP/87 dated 05.06.87.
R III/39/
(DOP No. 14/8/85-PAP dated 15.06.87)

However, the Department is issuing clarifications on this issue shortly
