EXEMPTION FROM SCREENING COMMITTEE A MUST
GOVERNMENT ORDERS A CUMBERSOME PROCESS FOR GETTING EXEMPTION
DEPARTMENT OF POSTS HAS INITIATED ACTION UNDER THE ABOVE ORDERS
Dear Comrades! The DOPT has issued instructions in the background of 6th Pay Commission recommendations vide its No.G.I., Dept. of Per. & Trg OM No.2/2/2007-PIC dated 31.07.2008 on Optimization of direct recruitment to Civilian Posts as envisaged in the DOP&T OM dated 16.05.2001 – Review of provisions / policy.
The crux of the above orders is that Departments seeking any exemption or relaxation from Screening Committee have to follow a procedure:
- A Committee under the Chairmanship of the Secretary DOPT, with the Secretary Expenditure, a Representative of the Planning Commission and the Secretary of the concerned Ministry / Department should review the requirement of staff, taking into account outsourcing as well as u se of IT as well as to identify relevant operational and safety related posts for exemptions.
- The recommendations of the above Committee shall be placed before another Committee headed by the Cabinet Secretary.
- Both the recommendations of the first Committee and the Cabinet Secretary Committee would then be placed before the Cabinet to decide on the continuity of the Scheme as well as exemptions.
- In the light of the above decision, every department to review overall staff position and prepare relaxation / exemption proposal, if required, for consideration of the Committee with the information on [i] detailed justification of the proposal; [ii] status of the implementation of the Optimization Scheme; and [iii] all relevant Annual Direct Recruitment Plans.
Comrades! You may thus see that the whole process to get the exemption is more cumbersome – Anyway we are told by the Directorate that the process in this manner has already been initiated by our Department. We are not sure how much time the whole process would take. We have tried to impress upon the Department that we are unable to withstand the pressure of staff shortage. The Federal Executive held at Thiruvananthapuram has decided to look for the development until the end of October 2008 and thereupon go for organisational Programme of Action on this important single item if undue delay is visible.
