ANNUAL PERFORMANCE ASSESMENT REPORT (APAR) IS NOT A MERE TOOL TO CONTROL OR DISCIPLINE, BUT IS TO OPTIMISE THE ACHIEVEMENT OF GOVERNMENT POLICIES AND PROGRAMMES

 

Writing of Annual Confidential reports and keeping it confidentially was in practice till the nomenclature was changed as APAR. The remarks made in the ACR will be known to the official only if any promotion is withheld to a Government Servant because of remarks made in the report by the reporting officer. This was used by the reporting officers to maintain discipline only and not to improve the quality of service. From the year 2008-09, the nomenclature has been changed as Annual Performance Assesment Report and a copy should be given Government Servant to improve his performance.

 

Department of personnel and training has released one brouchure on this last month and the highligts of the brouchure are as below:-

 

Ultimate goal of APAR

(a) is to optimise the achievement of Government policies and programmes. (b) It should lead to the optimization of the performance of the concerned Government servants. (c) The main focus of the Reporting Officer should be developmental rather than judgemental. (d)The APAR should be a true indicator of the achievement of the Government servant. (e)It should not be a mere tool to control or discipline him.

 

Two principal objectives of APAR

(a) The first and foremost is to improve the performance of the subordinate in his present job. (b) The second objective is to assess the potentialities of the subordinate and prepare him through appropriate feed back and guidance for future possible opportunities in service. To a great extent, the second objective is dependent on the achievement of the first.

 

Quantitative/physical targets should be fixed at the beginning of the year.

The Reporting Officer, at the beginning of the year has to set quantitative/physical targets in consultation with each of the Government servants, whose reports he is required to write. Performance appraisal is meant to be a joint exercise between the Government servant reported upon and the Reporting Officer. While fixing the targets, priority should be assigned item-wise taking into consideration the nature and the area of the work. The APAR is initiated by the Government servant to be reported upon himself, who gives a brief description of his duties, specifies the targets set for him wherever applicable, achievements against each targets, the shortfalls, if any, constraints encountered and areas where the achievements have been greater

The Department of Posts has had deficit for the last three years and it is expected to continue in the year also. The details of the deficit for the last three years and the estimates for the current year are as under;

The Deficit has substantially increased during the previous year and the current year due to hike in salary of the Employees and Pensionary Charges of the retired employees on account of implementation of 6th Pay Commission's Report. The main reason is that the rates of most of the postal Services do not reflect the market price as they are subsidized to make it within the reach of common man and to the remotest area of the country. Pricing of most of the products have not been kept with the pave of the cost of operations.
 
A new scheme "Project Arrow" has been introduced in this plan period for refocusing on the objectives of customer satisfaction and service delivery exchange and enabling the Post Office to develop in to hub for civic and governance initiatives, which will have a direct impact on socio economic will being of citizens.
 
Streamling the postal operations through network optimization, induction of technology and introduction of freighter for mail conveyance. In the areas of financial service the Departmental of post is aggressively pursuing the objectives of the Government for financial inclusion of rural masses through its vast network. This shall also add to the revenue of the Department by way of interest and return through investment in the Post Office Life insurance fund (POLIF) and Rural Post Office Life Insurance Fund (RPOLIF). The Department of Post will also introduce mobile based remittance service across the country.
 
The Department has been taking step to increase the revenue through introduction of new products, market development activities and adoption of customer oriented strategies. Speed Post, Business Post, Express Post, Retail Posts etc. as premium services have been consistently growing. The Department of Post is also using its vast network for retailing of financial products and services agency function adding to the Department's revenue.

EXPECTED DEARNESS ALLOWANCE FOR C G EMPLOYEES FROM JAN-2010 = 35%
 
Rise in DA (Dearness Allowance) to 8%
 
Calculation based on All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 For all the Central Government Employees there would be a rise in DA (Dearness Allowance) to 8%,which would result in the overall rise to 35% from 1.1.2010.
 
 
Every month government has announced All India Consumer Price Index, according to the price of commodities. For example, for the month of October 2009, government has published in PIB Website as given below…
 
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of October, 2009 increased by 2 points and stood at 165 (one hundred and sixty five). With effect from 01.01.2006, Dearness allowance is granted to compensate the price increase above 536 points Base Year 1982=100),(115.763 points Base Year 2001=100). Calculate the total of twelve month average price index Calculate the twelve month average price index Minus with 115.76 Calculate the percentage difference (multiple with 100 / 115.76) Taken in whole number only (fraction ignored)

THIS CAN HAPPEN IN DEPARTMENT OF POSTS ALONE

 

It is surprising that System Assistants in the Department of Posts are working beyond their capacity to keep 57 Applications [ currently being used by the Department of Posts] running.  Our Postmasters and Sub Postmasters deserve appreciation as there are 10 to 25 application softwares being run in each office.

The list is being updated and the above number may increase.

 

One can imagine the plight of Postmasters, Sub Postmasters and middle level officers Asstt. Supdts. Group 'B'/Supdts. who are not well conversant with ever expanding computer terminology but are executing the policies and programmes of the Department including computerization.


In all probability there is no other Department in India having more than above number of application softwares being operated by its employees.

Systems Administrators – Yet waiting for recognition in the form of separate cadre and their absorption. Will the Dept consider their plea at the earliest?
