PROTEST THE RETROGRADE RECOMMENDATIONS

Dear Comrades,

The much expected 6th CPC recommendations are out but we are shocked to find many retrograde recommendations. On the basic and foremost question of minimum scale of pay of Group D employees, we are cheated by the Pay Commission. The calculations of the Pay Commission by eliminating the basic tenets of 15th ILC like the components of HRA, Medical etc from the computation of the minimum wages of Group D has done maimum damage. The fixing of 6660/- is even below the formula applied by the 5th CPC in 1996.

As per the decision arrived at by the meeting of the extended National Executive of the Confederation of Central Government Employees and Workers in Mumbai on 2nd and 3rd March 2008, the entirety of the Postal Employees are called upon the agitate by way of protest demonstrations, rallies etc on 26.03.2008 throughout the country as per the call of the Confederation. NFPE and FNPO Federations have jointly calling upon all of the postal workers to implement the above call effectively.

Even the vital postal employees issues are ignored by the Pay Commission. The TBOP, BCR issue not given due consideration. The System Administrators and Marketing Executives and PO & RMS Accountants issues are sidelined. No mention about RTP period also by the Pay Commission. The Postal Employees feel totally disappointed.

All Comrades are requested to raise their united voice of protest against these injustices. All Comrades are also requested to visit the web site of the Confederation www.confederationhq.blogspot.com for detailes analysis of the common issues after 11.00 A.M today. All comrades are requested to study the entire recommendations which is available in the government web site and send your valued comments to the NFPE and P3 CHQ for our consideration of future course of action.

There is no logic of parity between the Grade pay for Rs 2800/- and Rs 4200/-. What is the utility of Steno at Divisional offices. What is the utility of SBCO staffs at HO. All are sleeping / reading news paper / critising other Unions etc at office time. Please give a call nation wide to stop System Administrator job by PAs.

REGARDING ACCOUNTANT CADRE

SIR,
IT IS REQUESTED KINDLY PREVIOUSLY IN THE FOURTH PAY COMMISSION THERE WAS RS.90/- SPECIAL PAY FOR ACCOUNTANT WHICH WAS MERGED IN THE PAY FIXATION AT 16 TBOP.

BUT IN FIFTH PAY COMMISSION RS.90/- DOUBLED AS SPECIAL ALLOWANCE WHICH WAS NOT INCLUDED IN THE PAY FIXATION OF ACCOUNTANT AT 16 TBOP.

NOW THE SIXTH PAY COMMISSION WENT STEP BY STEP TO FIFTH COMMISSION AND IGNORED THE ACCOUNTS CADRE BENEFITS.

SIR, AS YOU KNOW ACCOUNTANTS ARE QUILIFIED THE EXAMINATION WHICH IS CONDUCTED BY DEPT. THEY HAVE MORE KNOWLEDGE OF UPTO DATE RULES AND REGULATIONS OF THE DEPT. MORE RESPONSIBILITY IS FIXED BY DEPT. AND THE WORK OF ACCOUNTANTS ARE ABSOLUTELY DIFFERS FROM OTHERS.

CONSIDERING TO TREASURES ALLOWANCE IN THE FIFTH PAY COMMISSION Rs. 160/-, which are not qualified any deptl. Exam.

I am suggesting that either Accounts cadre may be separated from others or they may get special pay Rs. 1000/- upto they are promoted to higher cadre i.e. LSG which will merged in the pay fixation.

If Govt. is not considering our demand, we will left Accounts line and could do more prospective work in general line with the help of Rules and knowledge to keep the dept. in profit. We have well knowledge about Economical Coverage Ratio [ECR].

Divisional Secretary.

There is no necessity of one Jeep Driver, One orderly and One stenographer for the Superintendent or any other officer. Nowhere in the today's world, the post of orderly exists except in the department of Post for SPOs/ DPS / PMG etc. Protest should be made in order to wind up these posts.
Further, the call given by Mr.Sukhendu Ghosh to stop system administrator duties by PAs is a welcoming one as the duties are completely different from the duties mentioned in our volumes, which the administration uses as weapons for punishing the employees.
