Sub: Applicability of CCS (Pension) Rules, 1972 in respect of those put on induction training prior to 01.01.04 and were in receipt of stipend.
The undersigned is directed to state that the existing CCS (Pension) Rules, 1972 are applicable to Government Servants appointed on or before 31st December 2003. Vide this Department's OM of even No. dated 11th October 2006, it was clarified that the employees who were put on induction training prior to 01.01.2004 and were paid salary from that date would be covered under CCS (Pension) Rules 1972.
The staff side of the National Council (JCM) has sought further clarification whether the cases of persons who are put on induction training prior to 01.01.2004 but were in receipt of stipend would be covered under the CCS (Pension) Rules 1972.
The matter has been further examined and it is now clarified that the employees whow were required to undergo departmental training relating to jobs prior to 01.01.04 before they were put on regular employment and were in receipt of stipend during such training would also be covered under the CCS (Pension) Rules, 1972 provided the period spent on such training was eligible for being counted as qualifying service under the CCS (Pension) Rules, 1972.

Compulsory Posting of FTP - Modified orders

Kindly refer to Member (Personnel)'s d.o letter No. 6-19/2007-SPB-II dated 07.12.2007 regarding posting of such persons as Postmaster in LSG delivery offices who have qualified in the Fast Track examination in the years 2003 and 2004.
It is gathered that the Circles have taken necessary action in the said direction. It is, however, understood that due to personal reasons some officials are not in position to move to the new place of posting/transfer immediately. It has been decided that the CPMsG may consider such requests received if any, and defer the transfer on purely temporary basis in most deserving cases only without losing sight of the purpose for which transfers have been ordered.

Regarding the cumpulsory posting of ftp officials, it is legibly seen that nothing is modified in the directorate's memo dated 31.03.08. The order only defers the transfers, that too on purely temporary basis, particularly in most deserving cases.
It is more important one should understand is that such deferments to be carried out "without losing sight of the purpose for which transfers have been ordered". These words were used very cunningly which clearly means that the orders were not modified at all. The senior LSG officials who have gained sufficient experience are to be thrown away by replacing them with the junior ftp officials. The seniors were very much insulted by these orders.
Most of all, these ftp officials may go on promotion to HSG II posts as they have completed 3 years in their "most efficient LSG posts". On their vacation of LSG posts on promotion, what will be the fate of LSG delivery offices? As no fresh FTPs are there, only senior LSG officials, who were indirectly described by the Member (per) memo dated 7.12.07 as inefficient, will have to be posted.
Then how the "sight of purpose of transfer" will fulfill?
It is very important to note that these orders were already carried out on repeated reminders from directorate. After having implemented the transfers, this modification is only a mockery.
As to cover entire angles, this comment has become lengthier a bit.
