COMPASSIONATE APPOINTMENT – GUIDELINES RELEASED, BY DEPARTMENT OF POSTS

Sub: - Scheme for Compassionate Appointment – Relative Merit Points and Procedure for selection

 

The objective of the Scheme for Compassionate Appointment is to grant appointment on compassionate grounds to a dependent family member of a Government servant dying in harness or who is retired on medical grounds, thereby leaving his family in penury and without any means of livelihood. It is to relieve the family of the Government servant concerned from financial destitution and to help it get over the emergency.

 

Keeping, I view the objective of the Scheme, the existing instructions relating to compassionate Appointment have time and again been reviewed/modified/simplified so that the system finally derived at shall be more transparent, efficient and uniform in nature.

 

The efficacy of the Scheme is based on its transparency. It is this aspect, which is foremost and hence while considering a request for appointment on Compassionate grounds by a Committee, a balanced and objective assessment of the financial condition of the family has to be made taking into consideration its assets and liabilities and all other relevant factors such as the presence of earning member, size of the family, ages of the children and the essential needs of the family etc. This is done to assess the degree of indigence among all the applicants considered for compassionate appointment within the prescribed ceiling of 5% of the direct recruitment vacancies.

 

The existing position has been reviewed in this Department and it has been decided by the competent authority that to achieve the objective of the scheme of the Compassionate Appointment and to ensure complete transparency, merits of the cases can be conveniently decided by allocating points to the applicants based on various attributes indicated in the references of DOP&T from time to time. Accordingly the Department has worked out a system of allocation of points to various attributes based on a hundred point-scale as indicated in the tables below: -

IN ADDITION TO THE ABOVE, CASES WHERE THE WIFE OF THE DECEASED OFFICIAL HAS APPLIED FOR COMPASSIONATE APPOINTMENT FOR HERSELF, SHE SHALL GET 15 ADDITIONAL POINTS AS GRACE POINTS. THIS WILL BE IN LINE WITH THE GENERAL PRINCIPLE THAT THE WIDOW NEEDS TO BE GIVEN PREFERENCE FOR COMPASSIONATE APPOINTMENT.

 

The above system of weightage not only awards objectivity to the entire method but also ensured complete transparency and uniformity in the selection process. The above method should be strictly followed with immediate effect, keeping in view the instructions issued by the Department of Personnel & Training from time to time.

Sub: Norms for Postmen Establishment

 

Sir/Madam,

 

I am directed to refer this office letters no. 31-45/73-PE.I dt. 16.02.1975 and 31-38/79-PE.I dt. 22.05.1979 wherein ad hoc norms for postmen Establishment were communicated.

 

The revision of ad hoc norms for Postmen establishment were under consideration of the Department for quite some time past, Accordingly, the Competent Authority ordered an intensive scientific work study by the IWSU of the department. The report of Internal work study unit and their recommendations have been carefully examined in consultation with integrated finance wing and the Competent Authority has ordered for revision of norms for Postmen establishment as given in the enclosure with immediate effect.

 

The Heads of circles and Regional Postmasters General are requested to undertake a review of the implementation of revised norms after six months and provide the for assessing the impact of new norms and undertaking a fresh review if considered necessary.

 

The revised norms communicated for Postmen establishment will also be applicable for GDS Mail deliverer as per note below Rule 106 of Vol. VI part III.

 

This issues in concurrence with integrated finance wing vide their advice in dairy no. 30/FA/10/CS dated 04.02.2010.

1.

Multi Storied Buildings denote High rise Buildings with 4 or more storey

2.

Bull addressee is defined as a single person or firm receiving 7 or more unregistered articles in a day. Therefore, the bulk articles as per revised definition have to be segregated, and counted separately. Each bulk Addressee in receipt of 7 or more articles will be given a time factor of 2 Mts. There is no need for deduction of this work load from the total work load as is done now. To illustrate, if a particular Post office is in receipt of 600 unregistered articles, other than bulk mail, it has to be multiplied by 0.72 and if it received 80 articles for 7 bulk Addressees then, the work load for delivery of bulk mail would be 7 X 2 mts = 14 mts.

The norm provided at Sl. No. 13 is in addition to normal time factor provided for different accountable articles. In view of the introduction of this norm, separate statistics is to be maintained for accountable Articles to be deliverable in high rise buildings of 4 or more storey.

The norm provided for rendering returns by Postman at Sl. No. 14 is Maximum time that can be allowed per day. The individual time factors Provided for return of accountable articles at sl. No. 7,9 and 13 will be applied and allowed if the work load is less than 20 Mts. By application of the norms, if the work load for rendering returns works out more than 20 Mts. the maximum limit of 20 Mts. will be applied.

Articles delivered through Postboxes/Post bags and though window of the Post Office will be excluded from the purview of delivery of unregistered articles.

The Figures of the Accountable Articles should be average of six days statistics collected in the middle of the month and furnished by the in charge of delivery Post office.

7.

The Postmaster/Sub Postmaster will furnish six days figures for unregistered Mail. The verifying officer has to collect two days personal figures in the middle of week and the least of two averages will be adopted for assessing the work load.

8.

Area having a density of population of 2500 per Sq. KM may be taken as congested area.

9.

For Postmen doing delivery in single beat system their staff hours has to be taken at 450 Mts. per day and doing delivery in two batches, the staff Hours is to be taken as 420 Mts per day.

10.

The Number of Postman Justified will be arrived at by dividing the total Work load by 450 Mts. or 420 Mts. as the case may be. Additional Postman will be sanctioned if the work load is 0.5 or more.

11.

Distance travelled means distance covered on the main roads, lanes and bye lanes. Distance travelled covered for entering various houses is included in time factor for delivery of articles.
