VERIFICATION PROCESS - INTERIM STAY BY MADRAS HIGH COURT

 

Honourable High Court of Madras has granted an interim stay order till 18.06.2008 to the process of the ongoing verification of membership ordered by the Department of Posts vide letter No.13/4/2007-SR dated 28.02.2008 [which called upon the unions and associations to submit application for undergoing verification] on a Writ Petition filed by the All India RMS/MMS Assistant Superintendent & Inspectors Association on 30th April 2008.

 

The Department of Posts has therefore issued order vide No.9/2/2008-SR dated 27.05.2008 to all concerned intimating that the interim stay granted by the Hon'ble High Court will operate till 18.06.2008,whichmay be observed scrupulously and further instructions regarding continuation of the verification process after expiry of the interim stay granted by the High Court will follow.

 

  • Our divisional and branch secretaries need not get confused or diverted.
  • Carry on with the job of collecting more letters of authorization from all employees and keep them ready for submission until further instructions from the Postal Directorate.
  • Do not submit the letters of authorization on 10.06.2008. Wait for future instructions.
  • The Department will be moving the High Court of Madras shortly for vacation of the interim stay orders.
  • Immediately on vacation of stay orders, only a very short time gap is likely to be given for submission of letter of authorization to the DDOs. Therefore do not stop the work of collecting forms from members.
  • Wait for instructions from NFPE and Affiliated Unions / Association and act accordingly only.

 

 

 

NFPE DELEGATION MET

SECRETARY [P] ON 27.05.2008

 

Secretary General NFPE and General Secretaries of P3, P4 and Postal Accounts have met the Secretary [P] on 27.05.2008. On our request the Secretary [P] agreed to convene a formal meeting to discuss with the Staff Side on all the issues related to Pay Commission. He assured that the Department of Posts would come forward with a plan to sort out the issues like TBOP, LSG getting a lower pay band etc. The Secretary [P] in fact suggested that the promotional avenues of General Line Supervisors should be properly improved upto Gazetted Postmasters level and that the first promotional stage of PA/SA will be in PB-2 by amalgamating all LSG and BCR/HSG II posts. We have suggested that by changing the entry educational qualification of PA/SA cadre as Graduation [Degree] they can be upgraded to pre-revised scale of pay of 4500-7000 [Pay Band 1 with 2800/- Grade Pay] so that they can go to Pay Band 2 with 4200/- Grade Pay on their first regular Promotion or financial upgradation etc. The formal meeting will discuss all issues and thereupon a Sub Committee consisting of both official and staff sides would be constituted for considering the restructuring the cadre of PA/SA. In the formal meeting all issues like PO & RMS Accountants, MMS Charge Hand, System Administrators and Marketing Executives etc would be discussed. The issue of JAO promotion to the waitlisted candidates also discussed and the Secretary [P] agreed to favourable consider the issue on the condition that the cadre controlling of Group B would be under Member [P] instead of DDG [PAF].

 

Adhoc Promotion to HSG I extended

Another 6 Months

 

The Department of Posts has issued orders on 21.05.2008 for the continuation of ad-hoc promotion in the cadre of HSG-I by another 6 months as the same has been approved by the Department of Personnel & Training. [Order No.4-16/2002-SPB-II dated 21.05.2008]

 

 

SURPLUS QUALIFIED IPO PROMOTIONS RELEASED

 

Orders on supplementary results of the Departmental Examination for selection to the posts of IPOs for the year 2007 held on 10-12 August 2007 have been issued by the Directorate vide F.No. A-34013/3/2007-DE(Pt-II) dated 21.05.2008.

 

Similarly Orders on allotment of surplus qualified candidates to fill up the unfilled vacancies of other circles also are issued vide F.No. A-34013/03/2007-DE (Pt.III) dated 21.05.2008. There are 76 unfilled vacancies in 10 circles and options have been called from 79 candidates. [Final selection will be limited to 76 only].

National Convention of Trade Unions

13th May, 2008.

            The declaration adopted at the National Convention of Trade Unions on 13th May, 2008 at New Delhi has called  upon the workers to organize a day's strike on 20th August, 2008 and have drawn up the following charter of demands.  The Confederation was represented at the Convention by Com. S.K Vyas, Presdident; Com. Brighu Bhattacharya and Com. Giriraj Singh.  Com.Vyas who intervened in the discussion at the Convention urged the Sponsoring Committee to include the demand in the charter.  He was assured of its in corperation. Following are the demands adopted at the connection "for the withdrawal of the new contributory to pension Scheme".

 

Demands:

 

1.      Take urgent steps to contain price rise through (a) universalizing the public distribution system throughout the country to cater all essential commodities at controlled price through PDS(b) ban on futures and forward trading in al essential commodities (c) reduction of tax in petrol and diesel (d) stringent action against hoarding and black marketing;

2.      strict implementation of al labour laws particularly in respect of minimum wages, working hours, social security and safety and stringent action against al cases of violations, stop contractorisation and outsourcing.

3.      Scope of the unorganized sector workers social security bill pending in Parliament should be expanded to cover al unorganized sector workers irrespective of BPL or APL category to ensure a national minimum social security benefit for them as per unanimous recommendation of the National Commission  for Enterprises in the Unorganized Sector (NCEUS) and the Parliamentary Committee on Labour with Central Govt. funding.

4.      Farmers Loan waiver scheme to be extended to loans from private money lenders; nationalized banks to extend easy credit to peasants at lower interest rates

5.      Lift ban on recruitment in Govt. services; remove the negative and discriminatory features in the recommendation of 6th Pay Commission and finalise the same for implementation in consultation with the employees organizations, expedite reguarlisation and grant of pension to gramin dak sevaks.

6.      Expedite wage negotiation for the employees of Central PSUs including contract workers without any conditionalities.

 

Besides calling upon to organize organizing a day's strike, the Convention has also decided upon the following programs:

 

(a)    Joint Conventions at States/districts/industrial centres  to be completed by 15th July, 2008;

(b)   Massive demonstration/mobilization/dharna in all States and Industrial centres on 30th July, 2008

(c)    Serving strike notice through demonstration on 4th August, 2008

 

The course of negotiation on 6th CPC

Related issues.

            We had placed the gist of the discussions the staff side had with the Cabinet Secretary on Pay commission related issues on 7th in the website.  Hope you must have gone through the same.  We are in fact disappointed over the course of the discussion at the meeting.  There had been no emphasis on core issues like minimum wage, fitment formula, construction of pay bands, benefit on promotion, allowances etc. when the issues were presented , eventhough the Confederation representatives  strived to seek attention on these issues. We felt that the available time ought to have been used to present these core issues, which has a universal appeal for all sections of the Central Govt. employees irrespective of the organizations in which they are working. Quite an amount of time at the meeting was spent on for projecting certain department specific anomalies.  This approach made the core issues out of  focus. We had been able to present forcefully the discontent and agitation in the minds of the mass of the employees over the wide level of disparity in benefit, instituted sans any logic or principle by the 6th CPC during our discussion with the Secretary, Personnel on 7th May,2008. Our programmatic approach. Which culminated in massure mobilization of employees on 16th, a day prior to the date of discussion must have created the impact, required for a serious negotiation. But the frequent  shuffling of serious and sectional issues create a confused image of the theme and purport.  We write this only to convey to you of the emerging situation.

 

            We also feel that many of our affiliates are grappled with the fervour of choosing the department specific anomalies over the common issues to bring it to the centre stage of discussions at the respective organizational fora.  While we are in full agreement that we should not allow the department related anomalies and relativities to linger on as happened on the last occasion, it cannot and should not gain primacy over the basic issues. We are of the view that a minimum wage less than Rs. 7400 will bring about a reduced  pay packet within the next 5 years itself, a conponding impact of the suppressed Pay Bands and the non availability of the merger of DA benefit in future. No correction will also be possible in near future, as no time limit is prescribed for the next wage revision.   as no DA merger or time bound pay revision is recommended by this Commission. Since there is acute disappointment and discontent over the fitment benefit even in the case of those who are placed in PB 3 it would not be difficult to make the Govt. to come round to serious negotiation, if issues are properly presented, articulated and backed up with industrial action.

 

            The National Executive of the Confederation in its last meeting has authorized the Secretariat to chalk out such programmes of action as is required to create necessary sanctions for a meaningful discussion and negotiation. To decide upon the next course of action,  the Secretariat will meet on 27th May, 2008 at New Delhi.  The next programme should commence by Mid June, 2008 as the Committee of Secretaries is likely to give its recommendation to the Government by the end of June, 2008.

 

Remittance of Subscription

Current and arrears

            Despite promises made on various occasions, the affiliates have not cleared the arrears of subscription due to the Confederation.  We have sent details of the dues to each affiliated organization as decided upon at the last National Executive Committee.  It is regretted that many have chosen to ignore the plea for remittance. Without the remittance coming in, it is difficult to manage the functioning of the CHQ.  We once again request that the dues may kindly be cleared without further loss of time.

                                    Gist of discussion at the meeting

                                    With the Cabinet Secretary.

 

            The entire staff side of the Standing Committee met today the Cabinet Secretary as intimated to you earlier. All members of the Committee of Secretaries were present. The Confederation was represented by Com. S.K.Vyas, President, and Com. K.K.N. Kutty. Secretary General.  The Cabinet Secretary informed the staff side that he has been briefed by the Secretary Personnel of the discussions at the  Standing Committee meeting held on 7th May, 2008 and he has personally gone through the minutes.  He also informed the members that the Govt. would like to take a decision on the recommendations of the Pay Commission as quickly as possible.  He also assured that some mechanism would be worked out to look into various anomalies expeditiously and to a reach finality thereon within a stipulated time frame. In the discussion that ensued thereafter the following issues were reiterated with emphasis

 

(a)     the exclusion of DA on DP (i.e. 12%) in the construction of Pay bands and consequently in the fixation benefit

(b)     The very construction of Pay Band itself contrary to the recommendation of the 6th CPC itself.

(c)     The defect in the computation of minimum wage with special reference to the price differential of WSP and retail price and the exclusion of 25% and 10% meant for  various expenses; social obligation; old age social security; housing etc..  The fact that had the minimum wage been computed with reference to 5th CPC formulation it would have been far greater than Rs. 5740. ie. It would have been Rs.7400.

(d)     The discrimination in the fitment benefit between the officers and employees ranging from 181% to 15% and the need to accept the suggestion of the Staff Side for a minimum benefit of 2.625 times of basic pay in the fitment formula. 

(e)     The necessity of affording a minimum benefit of 10% on promotion in the background of the fact that the recommended benefit of 2.5% would be too low and would even result in the reduction of take home salary on promotion, especially in the case of person who are perforce transferred out on promotion.

(f)       Parity in pension of pre-1996 and post 1996 retirees; discrimination in the grant of family pension; minimum pension and revision in exgratia to SRPF/CPF retirees.

 

2.         The representatives of the Railways and Defence Federations also pointed out the discriminatory treatment meted out to the Master Craftsman and Technicians in their organizations by the 6th CPC and demanded redressal thereof immediately.

 

3.         At the end of the discussion, the staff side placed the need for coming to an agreement before the Govt. issues notification in implementation of the VI CPC recommendations.

A.P. AGITATION END WITH ADVANCED SETTLEMENT

 

The JCA of A.P. Circle has issued a notice for the indefinite strike from 21.05.08 to the Chief PMG, A.P. Circle on a 22 Point Charter of demands including notional promotion to LSG, filling up of residual vacancies/GDS vacancies, regularisation for casual labourer etc.

 

The Secretary General NFPE, General Secretary P3 met the Member (P) on 08.04.08 and requested her intervention to sort out the issues amicably for a settlement. The member (P) effectively intervened and directed the Chief PMG to hold talks with Circle Unions. Resultantly, the Chief PMG invited the Circle Secretaries on 16.05.08 and most of the issues were sorted out amicably. There is a good sign of reciprocal understandings. Since, most of the issues are assured to be settled with time frame, the JCA has deferred the indefinite strike.

The CPMG welcomed the gathering and appealed to the union representative that there should not be discussions on issues relating to policy matters as ordered by the Secretary (P).

 

The AD (Accounts & SR) read out replies from the Directorate communicated through DDG(Estt) letter dated 13.05.2008 on the issues raised by JCA, a copy of which was given to all the representatives of the Service Unions. Then, the CPMG requested for the response from the representatives of the Services Unions, in the light of the Directorate's replies on each issue.

 

The service union representatives have come up with their point of view and the following discussions have taken place.

 

1.      Immediate withdrawal of opening Franchise Outlets

 

The Service Unions have said that they are against the scheme of opening of Franchise Outlets. As this is a policy matter, it was decided to communicate the feelings of the Service Unions to the Directorate as requested by them.

 

2.      Immediate filling up of residual vacancies in A.P. Circle

 

After thorough discussions with the services unions and hearing their views as noted below, the following decision was taken.

 

a.       No particular post has been kept totally vacant because work is always generated against the posts.

 

b.      The process of recruitment had been started well within one year and these are departmental promotional vacancies, which do not attract the provisions of the Screening Committee.

 

c.       The posts were not abolished formally. So the question of revival as per the establishment rules, does not arise. This context is totally different. A reference was made from A.P. Circle only, because the previous CPMG had viewed it other wise. This is not the stand taken by any other Circle. But recruitment was done for promotional vacancies even after one year as ascertained from other Circles also such as Karnataka Circle. There is a genuine grievance about the large number of vacancies, which justifies the stand taken by A.P. Circle in revising the earlier order and going ahead with the recruitment process for promotional vacancies. This view has been endorsed orally many a time by Member (P), the then DDG (P), Present DDG(P) and also recorded in the file by DPS (HCR). This was also the view of the Secretary(P) when this matter was discussed on 14.05.08 at New Delhi by CPMG. Therefore, a decision has been taken to go ahead with the recruitment process, which was already initiated by conducting LGO examinations every year. Later, after the mmeting, DDG(P), Shri Kamlesh called the CPMG and stated that the stand taken by CPMG is his view also and that he may be quoted also in the minutes.

 

3.      Filling up of all Group 'D' Vacancies from 2001 onwards.

 

The Service Unions have requested to supply year-wise break up of Gr. D vacancies both in Postal and RMS cleared by the Screening Committee and the total number of excess recruitment taken place in the year 2002. CPMG has accepted that the available information may be given.

It was also decided to call for proposals for augmentation in Gr. D cadre from the Regions within 3 months, so as to take up the same with the Directorate.

 

4.      Filling up of all GDS vacancies in RMS Keeping in view the Directorate orders dt. 29.12.2000 and CAT, Hyderabad Judgement.

 

The JCA requested to forward the representations of the Casual labourers/GDS substitutes addressed to the DG through PMsG concerned.

 

It was decided to issue instructions to the PMsG to forward the representations to DG without any comments.

 

5.      Immediate release of all pending OTA/TA/MR Bills

 

The DA (P) was instructed to allot the entire amount of OTA/TA/Medical to the units proportionately without monthly restrictions as ordered by the Directorate.

 

6.      Filling up of All HSG-I and HSG-II and LSG Supervisory posts

 

It was ordered by the CPMG that DPS(Hqrs) will decide the issues related to notional seniority before 15th June. The DPS(HCR) has informed the service union representative that he will give a date for discussion during next week.

 

7.      Withdrawal of irregular mass charge sheets issued to the officials of DA (P)

 

The CPMG has categorically mentioned that the aggrieved officials may avail of the opportunities provided in CCS (CCA) Rules, 1965.

 

Incidentally, the CPMG mentioned about the remarks of Member (P) during her visit to Directorate on 14.05.08 that the Union had complained to her that CPMG, AP Circle was not giving them meetings. When this was mentioned, the service union representatives denied this vehemently and stated that they have absolutely no complaint against the Chief PMG regarding not granting interviews.

 

It is brought to the notice of CPMG by the union representatives that there is harassment of staff in some quarters in the Circle to achieve BD/PLI targets. The CPMG has assured that the PMsG will be instructed through a DO letter.

 

NREGS - A committee will be constituted by PMG(BD) consisting of two officers and two representatives of service unions and it will visit NREGS centres to identify the problems including payment of honorarium to the officials and settle the issues.

 

Payment of honorarium to MMS drivers working in long distance schedules on par with RMS staff. The CPMG has ordered that the DPS(Hq) will decide the quantum of honorarium.

 

This is in continuation of the minutes dated 11.04.2008. All Regional PMsG will take action as per decision in these two meetings.

 

At the end of the meeting, the CPMG reiterated that the Secretary appealed not to go on strike not only in the interest of the employees, but also in the interest of the Department.

The CHQ appreciates the timely action of the Postal JCA of AP Circle and particularly the Circle Secretary Com. D. A. S. V. Prasad. The A. P. agitation shows ways to all other circles to settle their issues also on the similar line & discussions.

PROPOSAL FOR CADRE REVIEW

 

1.      Submission on justification for cadre review

1.1  The Cadre restructuring exercises have been done by the various departments in large scale. In many departments like Railways, Audit & Accounts, the cadre restructurings were exercised in Group C many times and the ratio of promotional avenues between the feeder and promotional cadre were prevailing under the ratio of 20:80.

 

1.2  The Staff of the Postal Accounts have also been blessed with this beneficial scheme of eighty percent upgradation of posts during Sep 87 based on the Fourth Pay Commissions recommendations on cadre restructuring to Postal Accounts.

 

1.3  So far, in respect of Postal department, the postal Board has not exercised any cadre restructuring to the Clerical (Group C) cadres but has resorted to other schemes like TBOP, BCR on matching Savings.

 

1.4  The conception of TBOP/BCR was to ensure that an employee does not stagnate in the maximum of the pay scale of the Cadre and promote to next grade (Selection grade) in two spells (i.e) one first after 16 years and second after 26years of service. The agreement for TBOP and BCR were signed by providing matching savings for the schemes to the extent of 20% in supervisory and 6% in operative Posts and withdrawal of special Pay and so on.

 

1.5  Prior to introduction of TBOP, in May 1974, by an agreement in the JCM Departmental Council, 20% of the posts in the operative grade were placed in the next higher grade of LSG. This was withdrawn at the time of introduction of TBOP, as the LSG promotions were granted on the length of service of individuals and not by the existence of posts under the TBOP scheme.

 

1.6  The Department has issued various clarifications on TBOP/BCR and in almost all the clarifications the TBOP and BCR promotions were equated with LSG & HSG II. HSG I promotions were accorded during the years in between 1995-1998 based on the BCR Gradation list. Suddenly in 1999, the TBOP & BCRs were termed as financial upgradations and they were denied the equal with LSG & HSG II. Thus the benefits arrived after the TBOP/BCR in the years 1983/1991 were freezed and those promotions were lost its identity and sanctity.

 

1.7  Thus all the three previous reviews made under matching savings in the years 1974, 1983 & 1991 become infractuous and the benefits were taken back resulting the review process a mockery.

 

1.8  The Sixth Pay Commission did not recommend separate pay scales for LSG & HSG II and the Pay Band applicable to TBOP & BCR is thus be applied to LSG & HSG II promotions. After equating the TBOP & BCR with the similar Pay Band to LSG & HSG II, the contention of the Department that they are financial upgradations has lost its relevance.

 

1.9  Similarly, the switching over to ACP promotions at this juncture will not be an advantageous one. Further, the matching savings we offered for TBOP/BCR promotion to the extent of 6% operative & 20% supervisory should also reflect in the benefits on promotions to Group C cadres.

 

1.10  Meanwhile, the Sixth CPC in its recommendations under para 3.3.17 maintained that it has refrained from conducting cadre review of individual services and left the job to the respective departments. Thus we propose the following proposal for cadre review for consideration.

 

2.      Postal Assistants: -

2.1  The Sixth CPC has recommended in para 3-1-10 and 3-1-12 of its report and emphasis the need on recruiting multi skilled personnel at Assistant levels who will discharge the functions of the present day requirement and he may be designated as Executive Assistants.

 

2.2  The Postal assistant are also employed in the similarly situated Circumstances and their functions are also multi skilled as in the case of Stenographer as observed by the 6th CPC cited in the para supra. They are performing multifarious duties and having higher responsibilities while comparing the other services.

 

2.3  In our memorandum, submitted to Sixth Pay Commission we suggested to enhance the minimum recruitment qualification for Postal Assistant as Graduation.

 

2.4  There are two factors which have to be reckoned with for laying down the minimum Qualification for the posts in the Group C cadre.

 

(i)          The educational opportunities have been enlarged enabling many to study in the universities and colleges and acquire a degree.

 

(ii)        The general decline in the standard of SSLC/plus II in comparison with the standards which were obtaining one or two decades ago when this qualifications was laid down as minimum qualification for the direct recruitment of Candidate to Group C Cadre.

 

In our view the minimum qualification for direct recruits to Group C cadre may be raised to the level of a Degree of the recognised university. In addition the qualification in computer application may be made compulsory since there is total computerisation taking place in the department.

 

2.5 The Administrative reforms commission has repeatedly reiterated as interalia: -

 

"If on the basis of job evolution the job index is the same - the same salary should be attached to the job."

2.6 The staff working in Post offices both supervisory and non supervisory perform a qualitatively & quantitatively higher nature of work in comparison with other C G employees.

 

If a fair comparison of Postal Assistant cadre with that of Executives of various departments, we are confident that it will prove that the job content, responsibilities and nature of duties are not very different. The multifarious responsibilities and performance required for the Postal Assistant is unique with more arduous nature of job, they can be placed in the pre-revised pay scale of Rs. 4500/- and present pay band 1 with Grade pay of Rs. 2800/- and called them as' Executive Postal Assistants.    

 

This may please be considered.

 

 

3.      TBOP/BCR, LSG, HSG II/HSG I

3.1 According to us, there is no need to keep five layer of promotional Posts. Let it be minimised to three with the nomenclature of supervisors, Senior Supervisors and Chief Supervisors.

 

3.2 The Supervisors/Postmasters have omnibus task of management, providing guidance and supervision in all activities including the various marketing/Business activities.

 

3.3 The scope and functions of Postmasters/Supervisors may broadly be categorised as follows.

 

(i)          They are responsible for drawal/remittance of funds involving huge financial responsibility.

 

(ii)        They have to enforce efficient supervision office and Postal operations.

 

(iii)       They have to enforce the orders strictly in maintaining the office and its day to day functions.

 

(iv)      They have to plan and execute the orders and promote more business and improve the mail functioning.

 

(v)        They have to supervise the subordinates as on administrator and in some cases act as disciplinary authority also.

 

(vi)      They should possess a through knowledge on all Postal transactions with updated rulings in order to run the office smoothly with the customer satisfaction.

 

(vii)     They have to take all efforts for prompt delivery of mails besides averting any public complaints.

 

(viii)   They have a thorough knowledge about their powers, responsibilities, duties and also to acquaint himself with all departmental rules and procedures.

 

3.4   In nutshell, they should function as a Manager, Public Relation Officer, Bank Officer, Welfare Officer and also a good Administrator. Based on the job content, the responsibilities and specialised knowledge needed for efficient functioning, there is a sound case for upgradation of all the posts of Postmasters into supervisory cadre. After the decentralisation of various works at S. O. levels like RD/MIS works, there is a qualitative change in the supervisory duties of the single/Double handed offices which require a better senior officials to supervise the work.

 

3.5   The Department is having a total number of Postal Assistants to the extent of 83,696 Posts. We are having 6904 LSG Posts, 1624 HSG II & 1624 HSG I Posts. While comparing the existence of Postal Assistants, the present number of LSG Posts is just only 8.25% Even the assured 20% operative posts in LSG during May 74 and implemented is no where in letter & spirit.

 

3.6   Our union therefore requests to consider the following proposals in the case of supervisors.

 

(i)          Considering the more nature of supervisory work now available in B & C Class offices, the posts of SPMs of those offices may be upgraded to the present status of LSG with the revised nomenclature of 'Supervisor'.

 

(ii)        The SPMs working in present 'A' class and LSG offices & other LSG supervisory posts may be upgraded to the present status of HSG II and called them as 'Senior Supervisor'.

 

(iii)       The present post in HSG II & HSG I may be amalgamated and called as 'Chief Supervisor' with the present HSG I status.

 

(iv)      The present Gazetted postmaster (Senior PMs) may be declared as promotional posts to the present HSG I status officials on the basis of merit which may be suitably assessed.

 

3.7   If the above process of elevation of more supervisory posts considering the requirement of more supervisory job is carried out, it will provide more supervisory posts atleast to the extent of 20 % of the total operative posts.

 

4.      Miscellaneous

4.1   Since we are demanding the basic pay of Postal Assistant in the Pre-revised pay scale of Rs.4500-7000, the following pay scales for other Supervisory cadres may be considered.

 

Postal Assistant         -   4500-7000    -       4860-20200 + Grade Pay 2800

Supervisor                -   6500-10500  -        8700-34800 + Grade Pay 4200

Senior Supervisor     -   7450-11500  -        8700-34800 + Grade Pay 4600

Chief Supervisor       -  7500-250-1200-    8700-34800 + Grade Pay 4800

 

4.2 In order to provide more promotional avenues to the youth possessing more skills & qualifications, the following establishments may be upgraded and elevated to the standards of supervisors.

 

(i)      PO & RMS Accountants- In all departments, this cadre is treated as a promotional cadre. Considering the responsibilities and more works, these posts can be upgraded.

(ii)    Similarly, a separate channel of promotions to the PO & RMS Accountants cadre may be created.

(iii)   The posts of Systems Administrators may be elevated to the standard of Supervisors with separate establishment wing and declared as a promotional cadre to Postal Assistants, possessing the qualifications in computer appreciations.

(iv)  The Marketing Executives may also be declared as promotional supervisory posts as is done in the case of Town Inspectors in to LSG.

An element of examination to the extent of 20% may be introduced for these cadres and the remaining may be filled up on seniority cum fitness.

 

4.3  Even under the unbearable staff shortage prevailing in Group 'C' cadre, the staff carried out the all new ventures in Business arena and improved the service a lot. However their sufferings have not been mitigated. They met with a raw deal by the Sixth CPC in case of TBOP & LSG.

 

4.4  It is therefore requested that the proposal for cadre review may please be considering with due attention and Group C employees may be granted with due attention and the Group C employees may be granted with the promotional avenues. Satisfies Employees will perform well and do more satisfied work.
