GENERAL SECRETARY'S DESK

20TH AUGUST STRIKE

The NFPE, as a constituent of Confederation of C G employees calls upon the Postal employees to participate the one day token strike on 20.08.08 called by the majority of Trade Unions, All India Federations/Unions of Central/State Government, Teachers, Bank, Telecom, LIC and other organisations. The strike demands include rejection of Pay Comission's negative recommendations like abolition of Group 'D', outsourcing etc. The charter also includes regularisation of GDS and grant of pension to GDS, scraping of new pension scheme, compassionate appointments and exempting Postal Department from the purview of screening Committee and ban on recruitment. The strike notice was been served to the Department by all General Secretaries of unions & the Secretary General, NFPE on 04.08.2008 after holding a massive demonstration in front of Postal Directorate. More than 150 comrades participated in the demonstration.

 

The NFPE declared to observe 14.08.2008 as strike charter day by holding demonstrations at work spots in order to build monentum before the strike. the copy of the NFPE circular is enclosed herewith for prompt implementation.

 

All Branch/Division/Circle Secretaries are requested to mobilise the workers enmase and make the strike a total success.

 

PAY COMMISSION

The cabinet Secretary, DOPT Secretary and the Expenditure Secretary had discussions with the PMO on 28.07.08. The details of discussions are not made known to us.

 

We do not know whether the basic minimum modifications sought by the Staff Side are considered or not. There is no hint about convening another meeting with the Staff side and appraise the decisions arrived in the Secretaries meeting. There are many rumours floated and many informations are spread out through medias.

 

The Confederation has decided to convene an urgent meeting of its executive to decide appropriate course of industrial action in case of non-consideration of rock bottom demands.

 

There is no formal meeting so far held at Directorate to discuss the Pay Commission related issues. If the grievances of TBOP, LSG, PO & RMS Accountant, Systems Administrators, Marketing Executive etc. are not properly considered, we have no other alternative except to resort agitational programme jointly under the banner of JCA. The CHQ has submitted the proposal of cadre review in respect of Group 'C' Comrades. Unless the cadre review is considered, our Group 'C' Comrades will not get any justice.

 

GOVERNMENT WANTS TO DENY PAY COMMISSION ARREARS?

The rediff news says on 05.08.2008 that the Government may defer implementation of pay commission recommendations for one or two years to reduce the estimated 28% additional fiscal burden. The rediff news correspondents refer to senior government sources to say that the date of effect might be 1.1.2008 instead of 1.1.2006. We have no authenticated information so far about the correctness of the above rediff news article. But any decision on the part of the Government to reject the recommendation on date of effect from 1.1.2006 should bring about a united and strong agitation of the entirety of Central Government Employees including Railway Men and Defence workers.

 

ALL INDIA CONFERENCE

We proposed to hold our All India Conference from 19.10.08 to 21.10.08 at Guntur, A.P. Circle. The General Secretary visited the venue on 23.07.08 and finalised. The reception committee will be formed on 10.08.08 at Guntur and General Secretary is attending the meeting. The CWC will also be held in the same premises from 17.10.08 to 18.10.08. Formal notice will follow.

 

All Branch/Divisional /Circle Secretaries are requested to co-operate with the reception Committee and arrange collection of donation and advertisements for the Souvenir. The reception Committee after its formal formation will approach you directly. Please ensure your full cooperation for the successful of conduct of  the AIC.

 

GDS COMMITTEE

Government has granted three more months time to Natarajamoorthy Committee to submit its recommendations on GDS. The reason for the extension of three months time is stated to be the non receipt of Survey report from the National Sample Survey organization from some circle which has been entrusted to carry out the survey on GDS to find out the Socio - Economic condition of GDS, work profile of BOs, personal profile of GDS, through out all Circles, divisions and Selected branch post offices in the country. 833 questions were formulated for the survey and most of them are in general nature except the items 333 to 338 in which the survey is proposed to be conducted to ascertain the willingness of the GDS to carry out the works like RPLI, bill collections, NREGS, Mutual Fund, Micro credit, Old age pension, retail products and other possible schemes on incentive basis. They called for the opinion of GDS to ascertain the quantum of incentive they desired. This is a dangerous proposition. All these items should be covered with Time factors and the GDS should be regularised by providing adequate time factors to all the new works as per the recommendation of justice Talwar Committee. The GDS CHQ will take note of this and hope will take all steps to resist grant of incentive for new works and demanding introduction of Time factors.

 

MET MEMBER (P) & DISCUSSED

A delegation of NFPE consisting Secretary General and General Secretaries of P3, P4 & R3 and Com. Somenath Mukherjee, Deputy General Secretary, P3 met Ms. Madhu V. Narayanan, the new Member (P) and greeted her on her assumption of charge as member of the Postal Service Board. We requested her for early convening of the formal meeting to discuss about Pay commission related issues and cadre review. As per her request, the proposal for cadre review and the gist of selective important issues of P3 pending for a long were e-mailed to member (P) on 05.04.08. let us hope that Member (P) will expedite the settlement of pending issues.

 

GROUP 'B' RESULTS

It is disheartening to note that out of 29 vacancies earmarked to General line, only two candidates were declared successful. Com. Girish Chandra Pant for Uttarakhand and Com. A. Seshagirirao from Andhra are the two candidates declared successful. We congratulate them.

 

ATTENTION OF ALL BRANCH/DIVISIONAL SECRETARIES

v      The CHQ is not in receipt of office bearers list, biennial Report, Accounts etc after the conduct of Branch/divisional conferences. The despatch of the same should be ensured.

v      The CHQ desired to send the mails by name to all the Divisional/Branch Secretaries. In the absence of elected list of office bearers, the CHQ could not update the mailing list. All Branch, Divisional Secretaries are requested to send their correct address to CHQ with in a fortnight. They may also furnish the contact cell phone number to CHQ so that it can update the full particulars of all the divisions.

v      The verification process is stayed. It may take more time to revive and restart the process. Meanwhile, based on our insistence, the Directorate is causing orders to continue the recovery of subscription based on the previous declarations. Please ensure that the recovery of subscription is being made in your division.

v      All Branch/Divisions have already submitted declarations to DDOs. Please intimate the particulars of total staff offered declarations to our union, and other unions also. Please intimate the position of SBCO. Please send the particulars within 15 days. All Circle Secretaries are requested to collect these details, consolidate and forward to CHQ at the earliest.

 

G/S ON TOUR

Com. K. V. Sridharan, General Secretary is visiting Guntur on 10.08.08 to attend the formation of reception committee meeting for All India Conference and will be back only by 19.08.08. Com. Somenath Mukherjee, Deputy General Secretary will look after the CHQ and officiate as General secretary.

 

AN APPEAL

After our assumption at CHQ, we are communicating directly to branches and also improved the Bhartiya Post. Due to the improved works of the CHQ communicating information to all and also due to increase of salary, price of stationary, Press charges etc, the expenditure of the CHQ is higher than the receipts.

 

Similarly we have opened Holiday Home for our touring comrades in Delhi for a nominal fee of Rs5/- per day. if we think commercially, every month we may get Rs. 15000/- towards rent from the building.

 

It is our intention that the CHQ is the Service organisation and not a Commercial one and educate the base membership with more literature, news & letters. So we have to incure more expenses.

 

In order to overcome the excess expenditure, it is appealed to raise donation at the rate of Rs. 20/- per member for CHQ at the time of Payment of Pay Commission arrears. If the CHQ is having better financial footing, the functioning may be strengthened further.

 

All are requested to collect Rs. 20/- per member and remit the amount the CHQ without fail. Your cooperation is highly solicited.
